64. אָמַר רַבִּי אַבָּא, מַה שֶּׁכָּתוּב (דברים ב) וַיֹּאמֶר ה’ אֵלַי אַל תָּצַר אֶת מוֹאָב וְאַל תִּתְגָּר בָּם מִלְחָמָה וְגוֹ’, וְכָתוּב (שם) וְקָרַבְתָּ מוּל בְּנֵי עַמּוֹן וְגוֹ’ – דָּבָר זֶה כְּדָבָר זֶה. מַה הֶבְדֵּל בֵּין זֶה לָזֶה? אֶלָּא נִרְאֶה שֶׁשְּׁקוּלִים הָיוּ. וְשָׁנִינוּ, כְּשֶׁהָיוּ מִתְקָרְבִים לִבְנֵי מוֹאָב, הָיוּ יִשְׂרָאֵל נִרְאִים לִפְנֵיהֶם בְּכָל כְּלֵי קְרָב כְּשֶׁרָצוּ לְהִתְגָּרוֹת בָּהֶם. וּלְגַבֵּי בְּנֵי עַמּוֹן הָיוּ יִשְׂרָאֵל מְעֻטָּפִים בְּעִטּוּפֵיהֶם, וְלֹא נִרְאוּ כְלָל כְּלֵי קְרָב. וְהַפְּסוּקִים מוֹכִיחִים בְּשִׁקּוּל זֶה כָּזֶה.
65. אָמַר רַבִּי אֶלְעָזָר, וַדַּאי כָּךְ הוּא. וְשָׁנִינוּ, שֶׁזּוֹ שֶׁהָיְתָה חֲצוּפָה וְאָמְרָה מוֹאָב, שֶׁכָּתוּב (בראשית יט) וַתִּקְרָא אֶת שְׁמוֹ מוֹאָב, נִרְאוּ יִשְׂרָאֵל חֲצוּפִים אֲלֵיהֶם כְּמוֹ שֶׁהִיא הָיְתָה חֲצוּפָה, שֶׁאָמְרָה מוֹאָב, מֵאָב הָיָה בֵּן זֶה. אֲבָל הַקְּטַנָּה שֶׁאָמְרָה בֶּן עַמִּי וְכִסְּתָה דְרָכֶיהָ, יִשְׂרָאֵל הָיוּ מְכַסִּים דַּרְכֵיהֶם אֲלֵיהֶם, מְעֻטָּפִים עִטּוּף הַטַּלִית, וְנִרְאִים לִפְנֵיהֶם כְּאַחִים מַמָּשׁ, וְכָךְ פֵּרְשׁוּהָ.

Deuteronomy 2:9
“וַיֹּאמֶר יְהוָה אֵלַי, אַל-תָּצַר אֶת-מוֹאָב, וְאַל-תִּתְגָּר בָּם, מִלְחָמָה: כִּי לֹא-אֶתֵּן לְךָ מֵאַרְצוֹ, יְרֻשָּׁה–כִּי לִבְנֵי-לוֹט, נָתַתִּי אֶת-עָר יְרֻשָּׁה”
“”Then YHVH said to me, ‘Do not harass Moab, nor provoke them to war, for I will not give you any of their land as a possession, because I have given Ar to the sons of Lot as a possession.”
Deuteronomy 2:19
“וְקָרַבְתָּ, לוּל בְּנֵי עַמּוֹן–אַל-תְּצֻרֵם, וְאַל-תִּתְגָּר בָּם: כִּי לֹא-אֶתֵּן מֵאֶרֶץ בְּנֵי-עַמּוֹן לְךָ, יְרֻשָּׁה–כִּי לִבְנֵי-לוֹט, נְתַתִּיהָ יְרֻשָּׁה”
“’When you come opposite the sons of Ammon, do not harass them nor provoke them, for I will not give you any of the land of the sons of Ammon as a possession, because I have given it to the sons of Lot as a possession.’”
The two verses look similar but the difference is with Ammon where the verse begins with “when you come opposite the sons of Ammon”.
To understand the difference we need to go back to the Genesis 19 where we learn that the two daughters of Lot, thought that the world came to its end and decided to have children from their father to create continuation in the world.
The Zohar explains that the older daughter didn’t conceal her actions and called her son Moab that means ‘comes from father’. The younger daughter covered the action and called her child ‘Ammon’ that means “from my people”.
When the Israelites came to Moab they were wearing their weapons in visible form and when they came to Ammon they were covered with prayer shawls.
The impact of the mother emotional state and the name given on the child is very significant in the life of the child. It could even affect future generations. Rav Moshe Armoni in Israel, a teacher and publisher of Kabbalah books, specializes in helping people remove health and mental blockages formed from pre birth state and later. Issues could be transferred in the same line of tikkun process (parents, grandparents, tribe).
