131. בֵּין כָּךְ קָם הַמְּנוֹרָה הַקְּדוֹשָׁה וְאָמַר, רִבּוֹן הָעוֹלָם, הֲרֵי כָּאן רוֹעֶה הַנֶּאֱמָן, שֶׁבּוֹ נֶאֱמַר (במדבר יב) וְהָאִישׁ מֹשֶׁה עָנָו מְאֹד, עַד כָּעֵת (שמות ב) וַיַּרְא כִּי אֵין אִישׁ. הֲרֵי כָּאן וְהָאִישׁ מֹשֶׁה, שֶׁשָּׁקוּל לְשִׁשִּׁים רִבּוֹא שֶׁל יִשְׂרָאֵל, וּבוֹ (תהלים לג) מִמְּכוֹן שִׁבְתּוֹ הִשְׁגִּיחַ. שֶׁבּוֹ נֶאֱמַר עַל דּוֹר הַגָּלוּת הָאַחֲרוֹנָה, (ישעיה נג) וַה’ הִפְגִּיעַ בּוֹ אֵת עֲוֹן כֻּלָּנוּ. וְהוּא כָּלוּל בְּעֶשֶׂר מִדּוֹת, שֶׁבִּגְלָלָן אָמַרְתָּ (בראשית יח) לֹא אַשְׁחִית בַּעֲבוּר הָעֲשָׂרָה. רֵד עָלָיו לְהַשְׁגִּיחַ עַל הָעוֹלָם וְקַיֵּם דְּבָרֶיךָ, שֶׁאַתָּה אֱמֶת וְכָל דְּבָרֶיךָ אֱמֶת.
132. שֶׁהוּא גָּמַל חֶסֶד עִם הַשְּׁכִינָה, וְקָשַׁר שִׁפְחָתָהּ בִּגְבוּרָה, לִהְיוֹת שִׁפְחָה אֲסוּרָה תַּחַת גְּבִרְתָּהּ בְּקֶשֶׁר שֶׁל תְּפִלִּין, וְהִשְׁתַּדֵּל בִּגְלָלָהּ בְּתוֹרַת אֱמֶת, (מלאכי ב) תּוֹרַת אֱמֶת הָיְתָה בְּפִיהוּ. וְהִשְׁתַּדֵּל בָּהּ בַּנְּבִיאִים וּבַכְּתוּבִים. בַּנְּבִיאִים בְּכַמָּה נֶחָמוֹת. בַּכְּתוּבִים בַּעֲשָׂרָה מִינֵי תְהִלִּים. בְּצַדִּיק בִּשְׁמוֹנֶה עֶשְׂרֵה בִּרְכוֹת הַתְּפִלָּה.

The ‘Holy Candle’ who is Rabbi Shimon, rose and said, “Master of the world, we have here the Faithful Shepherd that is said on him, ‘Now the man Moses was very meek’ and considered to be as 60,000 Israelites. He is watching over the generation of the last exile”.
His name משה is revealed with the initials of the first three words of the verse;
Psalms 33:14
“מִמְּכוֹן-שִׁבְתּוֹ הִשְׁגִּיחַ– אֶל כָּל-יֹשְׁבֵי הָאָרֶץ.”
“From the place of His habitation He looked intently upon all the inhabitants of the earth”
God made him accounted for all our sins. He is included in the ten levels and God promised (Genesis 18:32) “I will not destroy it for the ten’s sake.”. For these reasons, Rabbi Shimon asks God that he and his words are truth to fulfil his words, come down and bestow on Moses, the Faithful Shepherd, the power to watch over the world.

Moses brought Chessed to the Shechina and using Gevurah he tied down the ‘slave servant’ with the binding of the Tefillin to be under her ‘mistress’, the Shechina. The Torah of truth was in his mouth as well as the prophets and writings of the Bible that represent Netzach and Hod. He connected to the ten types of Psalms that is aspect of Malchut and its ten sefirot. Moses also connected to Yessod with the 18 blessings of the Amida prayer.
Rabbi Shimon describes the qualities of Moses, the Faithful Shepherd, to draw the Light through the biggest channel, which is Moses.
