Born in Meknes, Morocco, to Rabbi David Alcobi, a descendant of a dynasty of rabbis. His father was head of yeshiva in Mance. Learn Torah from his father. At the age of 10 he finish the Shas. At the age of 15, he began to study Kabbalah by Rabbi Ya'akov Alkobi.
After the death of his father, he was appointed as head of the yeshiva under him, alongside to his brother Rabbi Rafael. The Yeshiva received everyone who wanted to study Torah.
Known as Eliyahu Hanavie ("Elijah the Prophet" ) for his acts of kindness, especially hospitality.
He passed away on November 12, 1940 (the 13th of Heshvan), he was aged 103, when he passed away. Buried in the Jewish cemetery at Meknes.
