  info<p> </p> <p>Raphael Meir ben Yehuda Panigel (1804–1893) was the Sephardi Chief Rabbi of Jerusalem, Palestine a Shadar, and Rishon LeZion from 1880 until his death in 1893</p> <p>Panigel was born in Pazardzhik, Bulgaria, but his family emigrated to the Land of Israel when he was a child. In 1828 and in 1863, he was an emissary on behalf of Jerusalem to the countries of North Africa, remaining there on both occasions for several years. In 1845 he travelled to Italy as an emissary of Hebron and was received with great respect at the Vatican by Pope Gregory XVI. In 1880 he became rishon le-Zion, and in 1890 the Ottoman authorities appointed him hacham bashi (head of the Jewish community of Palestine). He was held in great esteem by all communities and authorities. He authored Lev Marpe (1887), Talmudic novellae, responsa, and homilies. His son-in-law, Yaakov Shaul Elyashar, later succeeded him.</p> <p>May the merit of the tzadik Rabbi Raphael Meir ben Yehuda Panigel protect us all. Amen</p>

  notes<h3 style="text-align: right;">קורות חייו</h3> <p style="text-align: right;"><br /> נולד בפאזארדז'יק שבבולגריה (אז בשליטת האימפריה העות'מאנית) כבן יחיד לרב יהודה ולשרה. כשהיה כבן שלוש, בשנת ה'תקס"ז (1807) עלה לארץ ישראל עם הוריו. למד תורה בירושלים בחדרים ובישיבות. בגיל 15, בשנת ה'תקע"ט (1819) התייתם מאביו, בודד וחסר כל.</p> <p style="text-align: right;">בשנת ה'תקפ"א (1821) נישא לווינזיאנה בת הרב אשר הלוי, שהיה מגדולי רבני ירושלים. בגיל 27 נסע בשליחות רבני ירושלים לתוניס, מרוקו, לוב ואלג'יר לטובת עניי ירושלים. בשנים ה'תקפ"ח-ה'תק"ץ (1828-1830) היה שוב בשליחות מטעם תושבי ירושלים במרוקו, וב-1831 נסע בשליחות לתוניס. בשנת 1840 נסע לערי איטליה בשליחות ישיבת חברון, ובזמן שהותו שם השכין שלום בין שני חלקי קהילת רומא, שהיו מסוכסכים, ונקרא בשל כך אל האפיפיור לשיחה וסיור בוותיקן, שם ראה שרידים מכלי המקדש. בה'תר"ה (1845) היה בשליחות חברון לאיטליה. בה'תרכ"ג (1863) יצא שוב בשליחות תושבי ירושלים למרוקו, ושם התפרסם כבעל מופת. <br /> בט"ו באב ה'תר"ם (14 באוגוסט 1880), מונה לכהן כהראשון לציון וכממלא מקום החכם באשי, לאחר שמחותנו, הרב יעקב שאול אלישר, ויתר לו על המשרה בשל גילו. <br /> בשנת 1889, הודות למאמצים מצד החכם באשי של טורקיה, הרב משה הלוי, הועלה בתפקידו מממלא מקום לתפקיד החכם באשי הרשמי.</p> <h3 style="text-align: right;"><br /> אליעזר בן-יהודה תיאר בזכרונותיו את התרשמותו העצומה ממראה דמותו של ראש רבני ארץ ישראל:</h3> <p style="text-align: right;"><br /> "החכם־באשי בעצמו היה דמות מזרחית נהדרה באמת, דמות של אחד האבות הקדומים, כמו שאנו רגילים לדמוֹתם לנו בדמיוננו. הוא היה גבה־קומה, זקוף, חתוך קוי־פניו קצת גס, אך תארו בכלל נאה, אצילי, זקנו מגוּדל, הדור מאד בלבוש השרד הרשמי... בית־משכנו היה אמנם בנין ישן, פשוט... אך רחב־ידים... על הרצפה היו שטוּחים שטיחי צמר מזרחיים יקרים, נפלאים בזוהר צבעיהם וגוניהם וביפי ציוריהם... בסוף הבית עמד על משמרתו שמש בעל צורה, לבוּש בגדי־שרד, חגור חרב על מתניו. ובתוך הדלות והמסכנות הכללית של היהודים בארץ־ישראל... נדמה לי זה עוד יותר יפה ממה שזה היה, ובמעמד־נפשי אז נצנץ לפני ברק אור של שררה יהודית, של שלטון יהודי." <br /> הרב הלך לעולמו לאחר מחלה בת מספר שבועות, בי"ד בטבת ה'תרנ"ג. <br /> מחותנו 'היש"א ברכה' התמנה לראשון לציון תחתיו. </p> <h3 style="text-align: right;">משפחתו</h3> <p style="text-align: right;">בתו וידה נישאה לרב חיים משה אלישר, ונכדו היה הרב יוסף שאול אלישר.</p> <h3 style="text-align: right;">ספריו</h3> <p style="text-align: right;">ב-1887 הדפיס את ספרו לב מרפ"א: מערכות בהלכה, לפי א-ב, שו"ת, חידושים ודרושים. <br /> לשון מרפ"א, שו"ת. <br /> כן כתב הערות וציונים על הרמב"ם.</p> <p style="text-align: right;">זכותו תגן עלינו ועל כל ישראל, אמן</p>
