“And he turned himself away from them and wept. Then he returned to them again and talked with them. And he took Simeon from them and bound him before their eyes.”
Rabbi Shimon asks what caused Joseph to separate Shimon from the other brothers? and he answers. Joseph knew that Shimon was on the side of judgment. Shimon was the first with his brother Levi to plot the killing of Joseph (Genesis 37:19,20). Shimon and Levi killed Hamor, the prince of Shechem, for raping their sister, Dinah. They also killed all the people of Shechem for the crime of their prince.
Joseph knew that separating Shimon from Levi and the other brothers reduced the risk of judgment that they could inflict on him and Egypt.

#113
Why did Shimon connect to his younger brother Levi instead of his older brother Reuven? The answer is; that Shimon was from the side of harsh judgment, and Levi was also from the Left side of judgment. Shimon knew that together they had the power to destroy the world. For that reason, and to keep a peaceful process, Hashem separated the harsh judgment from them by bounding Shimon with ropes.
