Hebrew translation:

235. כָּךְ זֶה, הוּא מֵאוֹתָם מְצוּלוֹת יָם, וְנִקְרָא מְצוּלוֹת יָם, מְצוּלוֹת מֵאוֹתוֹ יָם קָדוֹשׁ, מְצוּלוֹת – זֻהֲמַת הַכֶּסֶף. וְעַל כֵּן כָּל אוֹתָם הַחֲטָאִים שֶׁל יִשְׂרָאֵל שׁוֹרִים לְתוֹכוֹ (אֶצְלוֹ), וְהוּא מְקַבֵּל אוֹתָם, וְנִשְׁאָבִים לְתוֹכוֹ. מָה הַטַּעַם? מִשּׁוּם שֶׁהוּא נִקְרָא חוֹטֵא. מַה זֶּה חוֹטֵא? חִסָּרוֹן. וְעַל כֵּן הוּא חִסָּרוֹן שֶׁל הַכֹּל, וְנָטַל אֶת חֶסְרוֹן הַגּוּף וְהַנֶּפֶשׁ. בַּיּוֹם הַזֶּה יוֹרֵד מְצוּלוֹת הַיָּם הַזֶּה, זֻהֲמַת (הַכֶּסֶף) הַנֶּפֶשׁ, וְנוֹטֵל זֻהֲמַת הַגּוּף. מִי הוּא זֻהֲמַת הַגּוּף? זֶה אֵלּוּ הַחֲטָאִים שֶׁנַּעֲשׂוּ עַל יְדֵי יֵצֶר הָרָע שֶׁנִּקְרָא מְזֹהָם מְנֻוָּל.
236. אָמַר רַבִּי יוֹסֵי, שָׁנִינוּ, וְנָתַן אַהֲרֹן עַל שְׁנֵי הַשְּׂעִירִם גֹּרָלוֹת, אִם כָּךְ, כָּבוֹד הוּא שֶׁל הָעֲזָאזֵל, רְאִיתֶם עֶבֶד שֶׁזּוֹרֵק גּוֹרָלוֹת עִם רִבּוֹנוֹ?! דֶּרֶךְ הָעוֹלָם שֶׁעֶבֶד אֵינוֹ נוֹטֵל אֶלָּא מַה שֶּׁנּוֹתֵן לוֹ רִבּוֹנוֹ. אֲבָל מִשּׁוּם שֶׁסָּמָאֵ”ל מְזֻמָּן בַּיּוֹם הַזֶּה עַל מַלְשִׁינוּת, וּכְדֵי שֶׁלֹּא יִהְיֶה לוֹ פִּתְחוֹן פֶּה, (בַּגּוֹרָל הַזֶּה הוּא עוֹלֶה בּוֹ) נוֹתְנִים לוֹ חֵלֶק בָּזֶה.

Azazel is one of those from the depth of the seas. He is called sea deeps, which means the impure of silver and the waste at the bottom of the sea. And therefore, all the sins of Israel remain in it, and he accepts them. The reason for that is because Azazel is called sin, and sin means a deficit, and lack. And so it is a deficiency of everything, and he takes the deficiency of the body and of the soul. On Yom Kippur sea deeps takes the impurity of the body that is the sins committed by the evil inclination.

Leviticus 16:8
“וְנָתַן אַהֲרֹן עַל שְׁנֵי הַשְּׂעִירִם גּוֹרָלוֹת גּוֹרָל אֶחָד לַיהוָה וְגוֹרָל אֶחָד לַעֲזָאזֵל.”
“Then Aaron shall cast lots for the two goats: one lot for YHVH and the other lot for the scapegoat.”
Rabbi Yossi said, we learned that Aharon gave lots for the two goats. If so, it is an honor for the Azazel, because we did not see that a slave will go into the same chance as his master. The way of the world is that a slave does not receive anything but what his master gives him.
The reason for having equal share is because Sam-el is ready on that day to tell about Israel, and so that he will not have an opening to speak, they give him an equal share of the goats.
