I said, “Rabbi, I want to understand the secret of this matter.” He replied, “Everything has been said, both the secret and the plain meaning. Come and see, the Holy One, Blessed be He, called Israel ‘אָדָם’ ‘Adam’ (man), like the ‘man’ above, which is Zeir Anpin (The Holy name for Zeir Anpin יוד-הא-ואו-הא is numerically 45 is the same as אדם Adam). He also called them ‘beast.’ Both are in one verse, as it is written,
Ezekiel 34:31
“וְאַתֵּן צֹאנִי צֹאן מַרְעִיתִי אָדָם אַתֶּם אֲנִי אֱלֹהֵיכֶם נְאֻם אֲדֹנָי יְהוִה.”
“You are My flock, the flock of My pasture; you are men, and I am your God,” says the Lord GOD.”
‘And you, My sheep, the sheep of My pasture’ — He called them ‘beast.’ ‘You are men’ — here He called them ‘Adam.’ For Israel is called both ‘אָדָם’ ‘Adam’ and ‘בְהֵמָה’ ‘beast,’ and therefore, ‘Man and beast You save, O Lord.’ 
The secret of the matter is that if they have merits and are deserving, they are called ‘Adam,’ like Zeir Anpin above. If they are not deserving, they are called ‘בְהֵמָה’ ‘beast.’ 
All are blessed at the same time: the upper Adam, which is Z “A, called the YHVH יוד-הא-ואו-הא, which has the numerical value 45 of ‘Adam,’ and the lower beast, which is Malchut, called the יוד-הה-וו-הה, which has the numerical value 52 of ‘בְהֵמָה’ ‘beast.’ Both levels are found within Israel, for in Israel, too, there are two levels: Adam and beast, meaning those souls that come from Z “A and those souls that come from Malchut. And this is what is meant by ‘Man and beast You save, O Lord.'”

Come and see, a blessing is not found below until it is first found above. When it is found above, it is also found below. Everything depends on the state above, both for good and for bad. For good, as it is written, 
Hosea 2:23
“וְהָיָה בַּיּוֹם הַהוּא אֶעֱנֶה נְאֻם יְהוָה אֶעֱנֶה אֶת הַשָּׁמָיִם וְהֵם יַעֲנוּ אֶת הָאָרֶץ.”
“And it shall come to pass in that day, I will respond, saith the LORD, I will respond to the heavens, and they shall respond to the earth.”
For bad, as it is written,
Isaiah 24:21
“וְהָיָה בַּיּוֹם הַהוּא יִפְקֹד יְהוָה עַל צְבָא הַמָּרוֹם בַּמָּרוֹם וְעַל מַלְכֵי הָאֲדָמָה עַל הָאֲדָמָה.”
“It shall come to pass in that day That the LORD will punish on high the host of exalted ones, And on the earth the kings of the earth.”

Rabbi Yehuda said, “Therefore, it is written, ‘Say to them’ without specifying, indicating that both the upper and lower realms are to be blessed together. It is written (Numbers 6:23), “כֹּה תְבָרְכוּ” “This is the way you shall bless” first, and then,’ אֶת בְּנֵי יִשְׂרָאֵל אָמוֹר לָהֶם’ ‘the children of Israel, say to them’ without specifying, meaning that all should be blessed together, both the upper and lower levels.

Lesson;
The soul types within Israel, “Adam” (man) and “beast,” have different origins, distinguishing between those that originate from Zeir Anpin (a higher aspect) and those from Malchut (a lower, more earthly aspect).
The numerical values (45) of Zeir Anpin’s holy names correspond to “Adam” and “beast” (52) to Malchut. 
Hosea 2:23 illustrates the blessings from the heavens to the earth.
Isaiah 24:21 indicates that punishment is administered on all levels.
A soul from the lower level of Malchut can elevate itself higher through studies, following the Torah laws, good deeds, and Tzedakah.
