Hebrew translation:

182. לָמַדְנוּ, וְכָל אָדָם לֹא יִהְיֶה בְּאֹהֶל מוֹעֵד. רַבִּי יִצְחָק פָּתַח, (שם) וְזָכַרְתִּי אֶת בְּרִיתִי יַעֲקוֹב וְאַף אֶת בְּרִיתִי יִצְחָק וְגוֹ’, וְהַפָּסוּק הַזֶּה פֵּרְשׁוּהוּ. בֹּא וּרְאֵה, בְּשָׁעָה שֶׁיִּשְׂרָאֵל בַּגָּלוּת, כִּבְיָכוֹל הַקָּדוֹשׁ בָּרוּךְ הוּא עִמָּהֶם בַּגָּלוּת, שֶׁהֲרֵי הַשְּׁכִינָה לֹא זָזָה מֵהֶם לְעוֹלָמִים. בֹּא רְאֵה, בִּזְמַן שֶׁיִּשְׂרָאֵל נִמְצְאוּ בְּגָלוּת בָּבֶל, הַשְּׁכִינָה שָׁרְתָה בֵינֵיהֶם וְשָׁבָה עִמָּהֶם מִן הַגָּלוּת, וּבִזְכוּת אוֹתָם הַצַּדִּיקִים שֶׁנִּשְׁאֲרוּ בָאָרֶץ, שָׁרְתָה בָאָרֶץ וְלֹא זָזָה מֵהֶם לְעוֹלָמִים. אָמַר רַבִּי יְהוּדָה, שֶׁחָזְרָה הַגְּבִירָה עִם הַמֶּלֶךְ, וְחָזַר הַכֹּל בִּסְעוּדַת הַשִּׂמְחָה שֶׁל הַמֶּלֶךְ, מִשּׁוּם כָּךְ נִקְרְאוּ אַנְשֵׁי כְּנֶסֶת הַגְּדוֹלָה, כְּנֶסֶת הַגְּדוֹלָה וַדַּאי.
183. לָמַדְנוּ, בְּכָל זְמַן שֶׁיִּשְׂרָאֵל בַּגָּלוּת, אִם הֵם צַדִּיקִים – הַקָּדוֹשׁ בָּרוּךְ הוּא מַקְדִּים לְרַחֵם עֲלֵיהֶם וּלְהוֹצִיאָם מֵהַגָּלוּת, וְאִם הֵם אֵינָם צַדִּיקִים – הוּא מְעַכֵּב אוֹתָם בַּגָּלוּת עַד אוֹתוֹ זְמַן שֶׁנִּגְזַר. וּכְשֶׁמַּגִּיעַ הַזְּמַן וְהֵם אֵינָם רְאוּיִים – הַקָּדוֹשׁ בָּרוּךְ הוּא מַשְׁגִּיחַ עַל כְּבוֹד שְׁמוֹ, וְאֵינוֹ שׁוֹכֵחַ אוֹתָם בַּגָּלוּת. זֶהוּ שֶׁכָּתוּב וְזָכַרְתִּי אֶת בְּרִיתִי יַעֲקוֹב וְגוֹ’. אֵלּוּ הָאָבוֹת שֶׁל הַכֹּל, סוֹד הַשֵּׁם הַקָּדוֹשׁ.

We have learned that “no man shall be in the Tent of Meeting.” Rabbi Yitzhak opened by saying, 
Leviticus 26:42
“וְזָכַרְתִּי אֶת בְּרִיתִי יַעֲקוֹב וְאַף אֶת בְּרִיתִי יִצְחָק וְאַף אֶת בְּרִיתִי אַבְרָהָם אֶזְכֹּר וְהָאָרֶץ אֶזְכֹּר.”
“Then I will remember My covenant with Jacob, My covenant with Isaac, and My covenant with Abraham. I will remember the land.”
This verse has been explained. Come and see: When Israel is in exile, the Holy One, blessed be He, is with them, as it were, in exile, because the Shechina never departs from them. Come and see: When Israel was in exile in Babylon, the Shechina dwelled among them and returned with them from the exile. And by the merit of the Tzadikim who remained in the land, the Shechina dwelled in the land and never departed from them. Rabbi Yehuda said that then the Queen (Shechina) returned to the King (Zeir Anpin), and everything returned to being as in the joyous feast of the King. And for this reason, they were called the “Men of the Great Assembly.” Indeed, “Great Assembly” refers to Malchut, the Shechina, which is called “Assembly” (Knesset). 
Notes:
The Shechina remains with the people of Israel even when they are in exile. This indicates that Hashem, through the Shechina, accompanies Israel in their hardships and does not abandon them, even in exile. 
The reference to the “Men of the Great Assembly” symbolizes this restoration. The “Great Assembly” here refers to the Shechina herself, which had been diminished (or in a state of “smallness”) during the exile but restored to its full stature (“greatness”) upon its return. This restoration is marked by a return to the joyous relationship between the King and the Shechina (Queen), symbolizing a renewed and strengthened connection between Hashem and Israel.

We have learned that whenever Israel is in exile if they have merits and deserving, the Holy One, blessed be He, will hasten to have mercy on them and bring them out of exile. But if they do not deserve it, He will delay them in exile until the predetermined time. And when that time arrives, if they are still not worthy of redemption, the Holy One, blessed be He, will act out of concern for the honor of His name and will not forget them in exile. As written, “And I will remember My covenant with Jacob…” These are the patriarchs, representing Chessed, Gevurah, and Tiferet, which correspond to the holy name, YHVH, for He acts out of regard for the honor of His name.
