Come and see: That land, the boundary of Egypt’s portion — the Holy One, blessed be He, stretched out His finger at that time, and flames of fire were born in that boundary. And all those wet boundaries of water dried up, and every drop of flowing water, then below, in the land of Egypt, the lice appeared from the dust of the earth.
Notes:
God’s finger dried Egypt’s wet boundaries with fire, causing lice to rise from the dust in the land below.

He asks: But it is said that Aaron struck the dust of the earth into lice, and you say the Holy One, blessed be He, stretched out His finger, etc.
And he answers: Rather, for this reason Aaron struck — to indicate that the right hand of the Holy One, blessed be He, crushed the enemies. As it is said: “יְמִינְךָ יְהוָה תִּרְעַץ אוֹיֵב”, “Your right hand, YHVH, crushes the enemy” (Exodus 15:6). Because Aaron is a priest, who is the chariot for the right hand of the Holy One, blessed be He.
Similarly, in the future, the Holy One, blessed be He, will bring upon the great city of Rome, as it is written: “וְנֶהֶפְכוּ נְחָלֶיהָ לְזֶפֶת וַעֲפָרָהּ לְגׇפְרִית”, “And her rivers shall be turned to pitch, and her dust to brimstone” (Isaiah 34:9).
And for this, that the waters were dried from the dust of Egypt, as mentioned above, “כׇּל עֲפַר הָאָרֶץ הָיָה כִנִּים בְּכׇל אֶרֶץ מִצְרָיִם” “all the dust of the earth became lice throughout the land of Egypt” (Exodus 8:!3).
Notes:
Aaron’s strike (וַיַּךְ אַהֲרֹן) revealed YHVH’s right hand crushing enemies (יְמִינְךָ יְהוָה תִּרְעַץ), as dust became lice after the waters dried.
