It’s not the same for a person with hair missing at the place of the Tefillin, which is o a line between the eyes at the top of the forehead. This person is not a cheater but he speaks evil speech, Lashon Hara, in whisper. Sometimes he fears making sins and sometimes not.

Up to this point the Zohar revealed the secrets related to the hair for those who know the ways and secrets of the Torah. They are able to see beyond what most people can.
Most people are blocked from seeing these secrets because they are locked in the aspect of judgment, represented by the name ELHYM אלהים.
Now the Zohar starts revealing the secrets of the forehead.

A forehead that is small and not rounded belong to a man that thinks of himself as wise. But knows a little. He’s not able to make quick decisions. Easy to get scared and bite his tongue like a snake.
