Hebrew translation:

491. אָמַר לוֹ הַקָּדוֹשׁ בָּרוּךְ הוּא: רָשָׁע! לֹא יוּכְלוּ עֵינֶיךָ לְהַזִּיק, הֲרֵי פְּרִישַׂת הַקֹּדֶשׁ עֲלֵיהֶם. וְאָז אָמַר: אֵל מוֹצִיאוֹ מִמִּצְרַיִם וְגוֹ’, הֲרֵי לֹא יְכוֹלִים כָּל בְּנֵי הָעוֹלָם לְהַזִּיק לָהֶם, שֶׁהֲרֵי כֹּחַ תַּקִּיף עֶלְיוֹן אָחוּז בָּהֶם, וּמִיהוּ? אֵל מוֹצִיאוֹ מִמִּצְרַיִם. וְלֹא עוֹד, אֶלָּא כְּתוֹעֲפֹת רְאֵם לוֹ, שֶׁלֹּא יָכוֹל בֶּן אָדָם לְהוֹשִׁיט יָדָיו עָלָיו מִתּוֹךְ גָּבְהוֹ. וּמִשֶּׁנִּמְצָא בִזְקִיפוּת עֶלְיוֹנָה כָּךְ, יֹאכַל גּוֹיִם צָרָיו וְגוֹ’, וְאֵין מִי שֶׁיָּכוֹל לְהַזִּיק לָהֶם.
492. וַאֲפִלּוּ בִּזְמַן שֶׁלֹּא זָקוּף, לֹא יְכוֹלִים. זֶהוּ שֶׁכָּתוּב כָּרַע שָׁכַב. לֹא פוֹחֵד, בִּגְלַל שֶׁנִּמְצָא גִבּוֹר כַּאֲרִי וּכְלָבִיא, אֲפִלּוּ כְּשֶׁהֵם בֵּין הָעַמִּים, וְכָרַע וְשָׁכַב בֵּינֵיהֶם, כַּאֲרִי הוּא יִמָּצֵא בְּנִימוּסֵי הַתּוֹרָה, בְּדַרְכֵי הַתּוֹרָה. (וְאַף עַל פִּי כֵן) יֵשׁ לָהֶם שִׁלְטוֹן בְּרִבּוֹנָם שֶׁאֲפִלּוּ כָּל מַלְכֵי הָעוֹלָם לֹא יַעַקְרוּ אוֹתוֹ, כְּאַרְיֵה זֶה כְּשֶׁשּׁוֹכֵב עַל טַרְפּוֹ לֹא יְכוֹלִים לַהֲקִימוֹ מִמֶּנּוּ. זֶהוּ שֶׁכָּתוּב כָּרַע שָׁכַב כַּאֲרִי וְגוֹ’.

The Holy One Blessed be He said to Balaam, evil, your eyes will not be able to cause evil, for the protection of the Holy Spirit spread above them. Then Balaam said;
Numbers 24:8
“אֵל מוֹצִיאוֹ מִמִּצְרַיִם כְּתוֹעֲפֹת רְאֵם לוֹ יֹאכַל גּוֹיִם צָרָיו וְעַצְמֹתֵיהֶם יְגָרֵם וְחִצָּיו יִמְחָץ.”
“God brings him out of Egypt; He is for him like the horns of the wild ox. He will devour the nations who are his adversaries, And will crush their bones, And smash them with his arrows.”
Balaam’s words meant that no one in the world could harm the children of Israel because a supreme force supported them. Also, about the strength of Israel, he adds, “for him (Israel) like the horns of the wild ox,” so no one would dare to lay a hand on Israel because of its great size. And because of Israel’s highest state, there is no nation that can harm them. Israel can “devour the nations who are his adversaries, and crush their bones, and smash them with his arrows.”

Numbers 24:9
“כָּרַע שָׁכַב כַּאֲרִי וּכְלָבִיא מִי יְקִימֶנּוּ מְבָרֲכֶיךָ בָרוּךְ וְאֹרְרֶיךָ אָרוּר.”
“‘He bows down, he lies down as a lion; And as a lion, who shall rouse him?’ “Blessed is he who blesses you, And cursed is he who curses you.”
Even when Israel crouch and laying down, they have no fear because they are like a mighty lion, even when they are in exile among the nations. When they follow the laws and ways of the Torah, their master governs them, which means that none of the world’s kings could uproot them. It is like the lion lying on his prey, and no one can take move him away. As it is written, “And as a lion, who shall rouse him?”
