Hebrew translation:

493. אָמַר רַבִּי אֶלְעָזָר, לֹא נִמְצָא בָעוֹלָם חָכָם לְהַזִּיק כְּמוֹ בִּלְעָם הָרָשָׁע, שֶׁהֲרֵי בַּתְּחִלָּה הָיָה נִמְצָא בְמִצְרַיִם, וְעַל יָדוֹ קָשְׁרוּ הַמִּצְרִים קֶשֶׁר עַל יִשְׂרָאֵל שֶׁלֹּא יֵצְאוּ מֵעֲבוֹדָתָם לְעוֹלָמִים. וְזֶהוּ שֶׁאָמַר, מָה אוּכַל לְהַזִּיק לָהֶם? שֶׁהֲרֵי אֲנִי עָשִׂיתִי שֶׁלֹּא יֵצְאוּ מֵעַבְדוּת הַמִּצְרִים לְעוֹלָמִים, אֲבָל אֵל מוֹצִיאוֹ מִמִּצְרַיִם, וְנֶגְדָּם (וְנֶגְדּוֹ) לֹא יְכוֹלִים חֲכָמִים וּמְכַשְּׁפִים שֶׁל הָעוֹלָם.
494. וְעַתָּה הִנְנִי הוֹלֵךְ לְעַמִּי וְגוֹ’. רַבִּי יְהוּדָה פָּתַח, (דברים כג) לֹא תַסְגִּיר עֶבֶד אֶל אֲדֹנָיו וְגוֹ’ עִמְּךָ יֵשֵׁב בְּקִרְבְּךָ. כַּמָּה חֲבִיבִים דִּבְרֵי הַתּוֹרָה. כַּמָּה חֲבִיבָה הַתּוֹרָה לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא. כַּמָּה חֲבִיבָה הַתּוֹרָה שֶׁהוֹרִישׁ אוֹתָהּ הַקָּדוֹשׁ בָּרוּךְ הוּא לִכְנֶסֶת יִשְׂרָאֵל. בֹּא וּרְאֵה, בְּשָׁעָה שֶׁיָּצְאוּ מִמִּצְרַיִם, שָׁמַע בִּלְעָם שֶׁהֲרֵי כְּשָׁפָיו וּקְסָמָיו וְכָל אוֹתָם קְשָׁרִים לֹא עָלוּ בְיִשְׂרָאֵל, הִתְחִיל לְגָרֵד עַצְמוֹ וְלִמְרֹט רֹאשׁוֹ. הָלַךְ לְאוֹתָם הָרֵי הַחֹשֶׁךְ, וְהִגִּיעַ לִפְנֵי אוֹתָם שַׁלְשְׁלָאוֹת בַּרְזֶל.

Rabbi Elazar said there was no one in the world wise like the wicked Balaam to do evil. Because in the beginning, he was in Egypt. And because of his advice to Pharaoh, the Egyptians conspired against Israel, that they would never come out of their slavery.
Balaam was looking for a new way to harm Israel. His advice to Pharaoh to enslave Israel forever didn’t work because HaShem took them out of slavery as Balaam admitted, “God brings him out of Egypt” (Numbers 24:8). He knew that no sorcerers in the world could go against God.

Deuteronomy 23:16,17
“לֹא תַסְגִּיר עֶבֶד אֶל אֲדֹנָיו אֲשֶׁר יִנָּצֵל אֵלֶיךָ מֵעִם אֲדֹנָיו.”
“עִמְּךָ יֵשֵׁב בְּקִרְבְּךָ בַּמָּקוֹם אֲשֶׁר יִבְחַר בְּאַחַד שְׁעָרֶיךָ בַּטּוֹב לוֹ לֹא תּוֹנֶנּוּ.”
“You shall not give back to his master the slave who has escaped from his master to you.”
“He may dwell with you in your midst, in the place which he chooses within one of your gates, where it seems best to him; you shall not oppress him.”
How lovable are the words of the Torah, how lovable is the Torah, which the Holy One, Blessed be He, entrusted to the Congregation of Israel?
When Israel came out of Egypt, Balaam heard that his sorcerers and magicians, and all these connections they made, were of no use against Israel. He started scratching and pulling his hair. He went to the mountains of darkness and came to chains of iron with which Aza and Azael were bound.
