Hebrew translation:

123. אָמַר לוֹ רַבִּי אַבָּא, אִם כָּךְ, כָּתוּב וְלֹא יִזְבְּחוּ עוֹד אֶת זִבְחֵיהֶם לַשְּׂעִירִים. אָמַר לוֹ, כָּאן שׁוֹנֶה, שֶׁשָּׁם לַשְּׂעִירִים הָיוּ מַקְרִיבִים קָרְבָּן, וּמִשּׁוּם כָּךְ לֹא כָתוּב וְלֹא יִזְבְּחוּ עוֹד אֶת זִבְחֵיהֶם שְׂעִירִים, אֶלָּא לַשְּׂעִירִים, שֶׁשָּׁם לַשְּׂעִירִים הָיוּ עוֹשִׂים פֻּלְחָן וְשִׁלְטוֹן, וְכָאן – וְנָשָׂא הַשָּׂעִיר עָלָיו אֶת כָּל עֲוֹנֹתָם, וְהַקָּרְבָּן אֵינוֹ נַעֲשֶׂה אֶלָּא לַקָּדוֹשׁ בָּרוּךְ הוּא. בֹּא וּרְאֵה שֶׁבִּגְלַל הַקָּרְבָּן מִתְבַּשְּׂמִים עֶלְיוֹנִים וְתַחְתּוֹנִים וְהַדִּין לֹא שׁוֹלֵט וְשׁוֹרֶה עַל יִשְׂרָאֵל.
124. לָמַדְנוּ, וְשִׁלַּח בְּיַד אִישׁ עִתִּי הַמִּדְבָּרָה. מַהוּ אִישׁ עִתִּי? אֶלָּא סוֹד הַדָּבָר כָּךְ הוּא – בְּכָל מַה שֶּׁנַּעֲשֶׂה, צָרִיךְ אָדָם מְזֻמָּן לְאוֹתוֹ דָבָר. יֵשׁ אָדָם שֶׁהַבְּרָכָה מִתְקַיֶּמֶת עַל יָדוֹ יוֹתֵר מֵאַחֵר. בֹּא וּרְאֵה מַה כָּתוּב בְּכֹהֵן, טוֹב עַיִן הוּא יְבֹרָךְ, אַל תִּקְרֵי יְבֹרָךְ אֶלָּא יְבָרֵךְ, כִּי הוּא מְזֻמָּן שֶׁתִּתְקַיֵּם בְּרָכָה עַל יָדוֹ בָּזֶה. (וְשׁוֹרָה הַבְּרָכָה בְּהַשְׁגָּחָתוֹ).

Leviticus 17:7
“וְלֹא יִזְבְּחוּ עוֹד אֶת זִבְחֵיהֶם לַשְּׂעִירִם אֲשֶׁר הֵם זֹנִים אַחֲרֵיהֶם חֻקַּת עוֹלָם תִּהְיֶה זֹּאת לָהֶם לְדֹרֹתָם.”
“They shall no more offer their sacrifices to the goats (demons), after whom they have played the harlot. This shall be a statute forever for them throughout their generations.”
Rabbi Abba quotes this verse and asks how you say that the scapegoat corresponds to the goat above. He told him that it was different here because the verse refers to those who offer sacrifices to the goats. It is not written, “They will no longer offer goats as sacrifices,” but “sacrifices to the goats.” They service their goats and give them control. In this case, the goat carries the sins of Israel, and the sacrifice is only to the Holy One, Blessed be He, and for that sacrifice, the upper and lowers receive Light and judgments have no control over Israel.

We studied “וְשִׁלַּח בְּיַד אִישׁ עִתִּי הַמִּדְבָּרָה” “and send it away into the wilderness by the hand of a suitable man,” and he asks what a “אִישׁ עִתִּי” “suitable man” is and replies the secret is that the person doing the task should be ready for it.
There is a person for whom the blessing takes place later than another because of how he was prepared for the work.
About the priest, it is written;
Proverbs 22:9
“טוֹב עַיִן הוּא יְבֹרָךְ כִּי נָתַן מִלַּחְמוֹ לַדָּל.”
“He who has a generous eye will be blessed, For he gives of his bread to the poor.”
Instead of “will be blessed,” we should read “will bless” because the priest has a ‘טוֹב עַיִן’ ‘generous eye’, he is worthy to channel blessings and fulfillment.
