I am YHVH, which indicates I am faithful to pay a good reward to the righteous and to punish the wicked. The verse promises the good rewards for the righteous in the world to come and threatens the wicked to pay for their wickedness in the world to come.

Genesis 9:15
“וְזָכַרְתִּי אֶת בְּרִיתִי אֲשֶׁר בֵּינִי וּבֵינֵיכֶם וּבֵין כָּל נֶפֶשׁ חַיָּה בְּכָל בָּשָׂר וְלֹא יִהְיֶה עוֹד הַמַּיִם לְמַבּוּל לְשַׁחֵת כָּל בָּשָׂר.”
“And I will remember My covenant which is between Me and you and every living creature of all flesh; the waters shall never again become a flood to destroy all flesh.”
“לְשַׁחֵת כָּל בָּשָׂר,” “To destroy all flesh,” as explained, is the destructive force in the world. It has the same root as “הַמַּשְׁחִית” “the destroyer” in;
Exodus 12:23
“וְעָבַר יְהוָה לִנְגֹּף אֶת מִצְרַיִם וְרָאָה אֶת הַדָּם עַל הַמַּשְׁקוֹף וְעַל שְׁתֵּי הַמְּזוּזֹת וּפָסַח יְהוָה עַל הַפֶּתַח וְלֹא יִתֵּן הַמַּשְׁחִית לָבֹא אֶל בָּתֵּיכֶם לִנְגֹּף.”
“For YHVH will pass through to strike the Egyptians, and when He sees the blood on the lintel and on the two doorposts, YHVH will pass over the door and not allow the destroyer to come into your houses to strike you.”
YHVH held the “destroyer” before the flood, waiting for Noah to complete six hundred years, when he can give rewards to the righteous and punish the wicked.

He opened and said,
Isaiah 38:11
“אָמַרְתִּי לֹא אֶרְאֶה יָהּ יָהּ בְּאֶרֶץ הַחַיִּים לֹא אַבִּיט אָדָם עוֹד עִם יוֹשְׁבֵי חָדֶל.”
“I said, “I shall not see יָהּ YH, יָהּ YH in the land of the living; I shall observe man no more among the inhabitants of the world.”
How ignorant are people who do not know and do not observe the words of the Torah but look at the things of this world and lose the spirit of wisdom.
