Hebrew translation:

181. נִמְצָא שֶׁכָּל הַשָּׁלוֹם (הַשְּׁלֵמוּת) שֶׁלְּמַעְלָה וּלְמַטָּה תְּלוּיָה בַּכֹּהֵן. שֶׁאִם הוּא מְעוֹרֵר אֶת הַכֶּתֶר שֶׁלּוֹ, הַכֹּל מִתְעוֹרֵר וְהַכֹּל נִמְצָא בִּשְׁלֵמוּת, וְעַל זֶה כָּתוּב וְכִפֶּר עַל הַקֹּדֶשׁ. בָּרִאשׁוֹנָה וְכִפֶּר עַל הַקֹּדֶשׁ, לְהַרְבּוֹת שָׁלוֹם בָּעוֹלָם וּלְהַרְבּוֹת שִׂמְחָה בָּעוֹלָם. וּכְשֶׁשִּׂמְחַת הַזִּוּוּג נִמְצֵאת עִם הַמֶּלֶךְ וְהַגְּבִירָה, כָּל הַשַּׁמָּשִׁים וְכָל בְּנֵי הַהֵיכָל, כֻּלָּם נִמְצָאִים בְּשִׂמְחָה (וְכָל שִׂמְחַת הָעוֹלָם). וְכָל הַחֲטָאִים שֶׁחָטְאוּ לִפְנֵי הַמֶּלֶךְ, מִתְכַּפְּרִים לָהֶם. זֶהוּ שֶׁכָּתוּב מִכֹּל חַטֹּאתֵיכֶם לִפְנֵי ה’ תִּטְהָרוּ. וּמִשּׁוּם כָּךְ כָּתוּב, וְכָל אָדָם לֹא יִהְיֶה בְּאֹהֶל מוֹעֵד בְּבֹאוֹ לְכַפֵּר בַּקֹּדֶשׁ עַד צֵאתוֹ. בְּשָׁעָה שֶׁנִּכְנָס לְזַוֵּג אוֹתָם, וּבְשָׁעָה שֶׁמִּזְדַּוְּגִים הַמֶּלֶךְ עִם הַגְּבִירָה, אוֹתָהּ שָׁעָה – וְכִפֶּר בַּעֲדוֹ וּבְעַד בֵּיתוֹ.

The completeness, both above and below, depends on the High Priest. If his sefira, Chessed, is aroused, everything is aroused, and all is found in completeness. Therefore, it is written, “And he shall atone for the Holy.” First, meaning to increase peace and joy in the world. When the joy of the union between the King and the Queen (Zeir Anpin and Malchut) is present, all the attendants and all the members of the palace are in joy and all the sins that were committed before the King are forgiven. As it is said,
Leviticus 16:30
“כִּי בַיּוֹם הַזֶּה יְכַפֵּר עֲלֵיכֶם לְטַהֵר אֶתְכֶם מִכֹּל חַטֹּאתֵיכֶם לִפְנֵי יְהוָה תִּטְהָרוּ.”
“For on that day, the priest shall make atonement for you, to cleanse you, that you may be clean from all your sins before YHVH.”
And for this reason, it is written,
Leviticus 16:17
“וְכָל אָדָם לֹא יִהְיֶה בְּאֹהֶל מוֹעֵד בְּבֹאוֹ לְכַפֵּר בַּקֹּדֶשׁ עַד צֵאתוֹ וְכִפֶּר בַּעֲדוֹ וּבְעַד בֵּיתוֹ וּבְעַד כָּל קְהַל יִשְׂרָאֵל.”
“There shall be no man in the tabernacle of meeting when he goes in to make atonement in the Holy Place, until he comes out, that he may make atonement for himself, his household, and all the assembly of Israel.”
This verse refers to the moment he enters to unite them. When the King and Queen are united, then “he shall atone for himself and his household.”

Notes:
The High Priest’s service on Yom Kippur, particularly the act of atonement, is not only about individual or communal forgiveness but is an event that affects the entire spiritual levels above and below. By atoning for the Holy, the High Priest increases peace and joy in the world, culminating in the joyous union of the King (Zeir Anpin) and the Queen (Malchut). This union brings joy to all spiritual levels and ensures that the sins of the people are forgiven. The mention that “no one shall be in the Tent of Meeting” during the High Priest’s atonement highlights the sacred and intimate nature of the union of the King and the Queen. The high level of Light of the unification brings cleansing and purification to the people.
