What is the reason? It is because “Kodesh” (holiness) represents the supreme secret of all levels, which is the secret of Abba and Imma Ila’in (the Supernal Father and Mother, Chokmah and Binah). Just as this holiness (Kodesh) is above all, there exists another level of holiness below it, which stands beneath it. That is, Yisrael Saba and Tvunah, which serve as an external garment covering Abba and Imma. And this lower holiness is governed by calculation and measurement. So too, Israel is called Kodesh, as it is written: “קֹדֶשׁ יִשְׂרָאֵל לַה'” “Israel is holy to Hashem” (Jeremiah 2:3). And they give another Kodesh as their redemption, which is reckoned in calculation. This is the secret: Israel is like the inner tree, standing inside, corresponding to Abba and Imma Ila’in. And the redemption they give is another Kodesh, which stands externally and is counted, Corresponding to Yisrael Saba and Tvunah. And one protects the other. They went on their way.

Rabbi Elazar opened and said: “וְהָיָה מִסְפַּר בְּנֵי יִשְׂרָאֵל כְּחוֹל הַיָּם אֲשֶׁר לֹא יִמַּד וְלֹא יִסָּפֵר” “And the number of the children of Israel shall be like the sand of the sea, which cannot be measured nor counted” (Hosea 2:1). He asks: “What is the meaning of ‘like the sand of the sea’?” And he answers: There are two meanings here. One interpretation is: “Like the sand of the sea” means that when the sea raises its waves in fury and rage, and the waves rise to flood the world, but when they reach and see the sand of the sea, they are immediately broken and retreat backward, becoming calm and unable to overpower and flood the world.
Notes:
This passage reveals that the world is constantly threatened by unchecked forces of judgment, but divine wisdom has placed safeguards in the form of Israel and spiritual restraint. Just as the sand holds back the sea, Israel ensures that divine mercy tempers judgment, allowing the world to exist in harmony.
