Hebrew translation:

437. אָמַר רַבִּי שִׁמְעוֹן, אַשְׁרֵיהֶם בַּעֲלֵי הַנְּשָׁמָה, בַּעֲלֵי הַתּוֹרָה, בְּנֵי עֲבוֹדָתוֹ שֶׁל הַמֶּלֶךְ הַקָּדוֹשׁ. אוֹי לְאוֹתָם הָרְשָׁעִים שֶׁאֵין זוֹכִים לְהִדָּבֵק בְּרִבּוֹנָם וְלֹא זוֹכִים בַּתּוֹרָה, שֶׁכָּל מִי שֶׁלֹּא זוֹכֶה בַּתוֹרָה, לֹא זוֹכֶה לֹא בְרוּחַ וְלֹא בִנְשָׁמָה, וְהַהִדָּבְקוּת שֶׁלָּהֶם בְּאוֹתוֹ הַצַּד שֶׁל הַמִּינִים הָרָעִים. וְלָזֶה אֵין חֵלֶק בַּמֶּלֶךְ הַקָּדוֹשׁ, אֵין לוֹ חֵלֶק שֶׁל קְדֻשָּׁה. אוֹי לוֹ כְּשֶׁיֵּצֵא מִן הָעוֹלָם הַזֶּה, שֶׁהוּא הוּא מֻכָּר לְאוֹתָם הַמִּינִים הָרָעִים, בַּעֲלֵי הַחֻצְפָּה, עַזִּים כְּמוֹ כֶּלֶב, שְׁלִיחֵי אֵשׁ הַגֵּיהִנֹּם, שֶׁאֵין מְרַחֲמִים עֲלֵיהֶם.
438. בֹּא וּרְאֵה מַה בֵּין יִשְׂרָאֵל לָעַמִּים עוֹבְדֵי עֲבוֹדָה זָרָה. יִשְׂרָאֵל, אַף עַל גַּב שֶׁלֹּא זוֹכֶה אִישׁ יִשְׂרָאֵל אֶלָּא בְּנֶפֶשׁ, דַּרְגָּה עֶלְיוֹנָה עוֹמֶדֶת עָלָיו, וְאִם הוּא רוֹצֶה לִקְנוֹת רוּחַ וְאִם הוּא רוֹצֶה לִקְנוֹת נְשָׁמָה, הוּא קוֹנֶה וְזוֹכֶה בָּהּ. אֲבָל עַמִּים עוֹבְדֵי עֲבוֹדָה זָרָה לֹא קוֹנִים לְעוֹלָמִים, פְּרָט לְאִם נִמּוֹל, שֶׁאָז קוֹנֶה נֶפֶשׁ (תַּחַת נֶפֶשׁ) מִמָּקוֹם אַחֵר.

Rabbi Shimon said, Happy are the masters of neshama, the masters of Torah, the men of the service of the Holy King. Woe to those wicked ones who did not merit to cling to their Master and did not merit Torah. For whoever has not merited Torah does not merit either a ruach or a neshama, and his attachment is to that side of the evil kinds. And this one has no portion in the Holy King; he has no portion in holiness. Woe to him when he leaves this world, for it is known that he is with those evil kinds, the masters of hard arrogance like a dog, the messengers of the fire of Gehinnom, who have no mercy on him.
Notes:
Rabbi Shimon praises those who have merited a neshama through Torah and service of the King. One who has not merited Torah remains attached only to the impure side, has no share in holiness, and faces the harsh forces of judgment after death.

Come and see, what is the difference between Israel and the nations of idol worship? Israel, even if a person from Israel has merited only a nefesh, an upper level stands over him, for if he wants to acquire a ruach, and if he wants to acquire a neshama, he acquires and merits it. But the nations of idol worship never acquire more than their impure nefesh. Except if he is circumcised, for then he acquires a nefesh from another place, from holiness.
Notes:
A person of Israel who has only a nefesh still has the potential to rise and acquire a ruach and a neshama. The nations of idol worship remain limited to an impure nefesh, unless through circumcision they receive a nefesh from the side of holiness.
