‘The earth and its fullness’ (Psalms 24:1) is the Congregation of Israel, Malchut that is held by the Holy One Blessed be He, meaning Zeir Anpin. ‘all its fullness’ is related to all the population of earth that connects to the Congregation of Israel, the Shechina in Malchut.
‘The world (תבל Tevel) and those who dwell therein’ that comes from the same verse refers to the earth level that is called Tevel. All in Malchut are under the same judgment process. It is for individuals, for a nation, and for the entire world. This judgment that affects Malchut is Called ‘צדק’ ‘Tzedek’, ‘Justice’.

Pharaoh nurtured from Tzedek, and because this level of judgment was awakened upon him and his people, they were all gone. The supernal minister that governed them was removed, and the Egyptians lost.
Exodus 14:25
“וַיָּסַר אֵת אֹפַן מַרְכְּבֹתָיו וַיְנַהֲגֵהוּ בִּכְבֵדֻת וַיֹּאמֶר מִצְרַיִם אָנוּסָה מִפְּנֵי יִשְׂרָאֵל כִּי יְהוָה נִלְחָם לָהֶם בְּמִצְרָיִם.”
“And He took off his chariot wheels so that he drove with difficulty; and Egypt said, “Let me flee from the face of Israel, for YHVH fights for them against Egypt.”
The ‘Chariot’s wheels’ is the minister of Egypt above that was the force that drove them to success, and without him, the Egyptians drowned in the Red Sea.
Why they drowned in the sea because the word for the Red Sea in Hebrew ‘ים סוף’, means ‘End’. Rabbi Yossi adds that it means that the Egyptians reached the lower level of Malchut that wiped them out.
