Hebrew translation:

469. וּמִסְפָּר אֶת רֹבַע יִשְׂרָאֵל. רֹבַע יִשְׂרָאֵל הִיא הֵ”א, וְדָבָר אֶחָד הִיא. רֹבַע יִשְׂרָאֵל, כְּמוֹ שֶׁנֶּאֱמַר (שמות כג) רֹבֵץ תַּחַת מַשָּׂאוֹ, רְבִיעַ. זֶהוּ שֶׁכָּתוּב (שיר השירם ג) מִטָּתוֹ שֶׁלִּשְׁלֹמֹה. דָּבָר אַחֵר רֹבַע – כְּמוֹ רְבִיעִית מִיִּשְׂרָאֵל לְמַטָּה, רֹבַע נִקְרָא לְפִי הַכְּתָרִים מַשְׁמָע דָּוִד, שֶׁהוּא רֶגֶל רְבִיעִית שֶׁל הַכִּסֵּא.
470. דָּבָר אַחֵר מִי מָנָה עֲפַר יַעֲקֹב וְגוֹ’ – כָּל אֵלּוּ שֶׁחֲשׁוּבִים עָפָר, כְּמוֹ שֶׁבֵּאַרְנוּ. וּמִסְפָּר אֶת רֹבַע יִשְׂרָאֵל, שֶׁכָּתוּב הֲיֵשׁ מִסְפָּר לִגְדוּדָיו. רֹבַע יִשְׂרָאֵל כְּמוֹ שֶׁבֵּאַרְנוּ. דָּבָר אַחֵר מִי מָנָה עֲפַר – אֵלּוּ מִצְווֹת שֶׁהֵם בֶּעָפָר, בִּזְרִיעָה, בִּנְטִיעָה, בִּקְצִירָה, וַהֲרֵי פֵּרְשׁוּהָ הַחֲבֵרִים. וּמִסְפָּר אֶת רֹבַע, כְּמוֹ שֶׁנֶּאֱמַר (ויקרא יא) בְּהֶמְתְּךָ לֹא תַרְבִּיעַ. (אָמַר רַבִּי אַבָּא, בָּלָק חָכָם הָיָה בִּכְשָׁפָיו כְּבִלְעָם, פְּרָט שֶׁלֹּא יָדַע לְכַוֵּן הַשָּׁעָה לְקַלֵּל).

“…Or number one-fourth of Israel” (Numbers 23:10). Israel is the level of Zeir Anpin and has the four letters of the YHVH name. Malchut is ה H, which is the fourth letter of the name. It is called one-fourth of Israel. The dust(עֲפַר) of Jacob is Malchut of the lower level, and one-fourth of Israel is Malchut of the upper level of Zeir Anpin.
“One-fourth”-”רֹבַע” also interpreted as “lay down,” that is “the bed of Solomon” (Songs 3:7), Malchut. Another interpretation is one-fourth of the level below Israel is fourth of the Sefirot, referring to David, who is Malchut, and the fourth leg to the Holy Throne, which is Binah. Chessed, Gevurah, and Tiferet are the three legs, and Malchut is the fourth leg.

Another explanation, “Who can count the dust of Jacob,” refers to all that is considered as dust as explained above, “Is there any number to His armies?” are all that emerges from the dust, Malchut.
Another explanation, “Who can count the dust of Jacob,” are the precepts related to the earth, like seeding, planting, and harvesting. “… number one-fourth of Israel” are the precepts related to animals as we read; Leviticus 19:19 “בְּהֶמְתְּךָ לֹא תַרְבִּיעַ”-” You shall not let your livestock breed (תַרְבִּיעַ) with another kind.”

Rabbi Aba said Balak had the wisdom of witchcraft like Balaam, but he didn’t know how to find the proper time to curse.
