Daily Zohar 4535
Hebrew translation:
131. וְאוֹתוֹ הַשָּׂעִיר הָאַחֵר, שֶׁהָיָה נִשְׁאָר לַקָּדוֹשׁ בָּרוּךְ הוּא, עוֹשִׂים אוֹתוֹ חַטָּאת בָּרִאשׁוֹנָה. וַהֲרֵי בֵּאַרְנוּ בְּאֵיזֶה מָקוֹם הָיָה נִקְשָׁר. וְאַחַר כָּךְ מַקְרִיבִים אֶת אֵלֶּה, וְהַכֹּל מִתְבַּשְּׂמִים, וְיִשְׂרָאֵל נִשְׁאָרִים צַדִּיקִים לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא מִכָּל הַחֲטָאִים שֶׁעָשׂוּ וְחָטְאוּ לְפָנָיו. זֶהוּ שֶׁכָּתוּב כִּי בַיּוֹם הַזֶּה יְכַפֵּר עֲלֵיכֶם וְגוֹ’.

Leviticus 16:5
“וּמֵאֵת עֲדַת בְּנֵי יִשְׂרָאֵל יִקַּח שְׁנֵי שְׂעִירֵי עִזִּים לְחַטָּאת וְאַיִל אֶחָד לְעֹלָה.”
“And he shall take from the congregation of the children of Israel two kids of the goats as a sin offering, and one ram as a burnt offering.”
We have learned that the verse says “and from the congregation” to emphasize the collective responsibility of the children of Israel. This teaches us that they should take money from everyone, and it shall atone for all. For all the sins of Israel are dependent here, and they are all atoned for by this. Therefore, it is not sufficient for them to take money from just one person. And from what place are they taken? It is, that they take money from the coffers in the Temple courtyard and bring the goats with this money that belongs to everyone.

And the other goat that is left for the Holy One, Blessed be He, is first made a sin offering, and we have already established in which place it is tied (as mentioned above in #118). This process is carried out with utmost care and precision. Afterward, these are brought near, and everything is fit properly, and the Israelites remain righteous before the Holy One, Blessed be He, from all the sins they have committed and sinned before Him. This is what is meant by,
Leviticus 16:30
“כִּי בַיּוֹם הַזֶּה יְכַפֵּר עֲלֵיכֶם לְטַהֵר אֶתְכֶם מִכֹּל חַטֹּאתֵיכֶם לִפְנֵי יְהוָה תִּטְהָרוּ.”
“For on that day, the priest shall make atonement for you, to cleanse you, that you may be clean from all your sins before YHVH.”
“For on this day shall atonement be made for you, etc.”
