Hebrew translation:

138. מַה כָּתוּב? וְהִתְוַדָּה עָלָיו אֶת כָּל עֲוֹנֹת בְּנֵי יִשְׂרָאֵל, וְכָתוּב וְנָשָׂא הַשָּׂעִיר עָלָיו אֶת כָּל עֲוֹנֹתָם. כֵּיוָן שֶׁהוּא רוֹאֶה אֶת הַשָּׂעִיר הַזֶּה, תְּשׁוּקָתוֹ אֵלָיו וּלְהִתְתַּקֵּן עִמּוֹ, וְלֹא יוֹדֵעַ מֵאוֹתָם הַחֲטָאִים שֶׁנּוֹטֵל הַשָּׂעִיר. הוּא שָׁב אֶל יִשְׂרָאֵל, רוֹאֶה אוֹתָם בְּלִי חֲטָאִים, בְּלִי פְשָׁעִים, שֶׁהֲרֵי כֻּלָּם שׁוֹרִים עַל רֹאשׁ הַשָּׂעִיר, עוֹלֶה לְמַעְלָה וּמְשַׁבֵּחַ אוֹתָם לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא. וְהַקָּדוֹשׁ בָּרוּךְ הוּא רוֹאֶה אֶת עֵדוּת אוֹתוֹ הַמְקַטְרֵג, וְהוֹאִיל וּתְשׁוּקָתוֹ לְרַחֵם עַל עַמּוֹ, אַף עַל גַּב שֶׁהוּא יוֹדֵעַ אֶת כָּל הַמַּעֲשֶׂה, הוּא חָס עַל יִשְׂרָאֵל.
139. וְהַכֹּל שׁוֹרֶה עַל זֶה, כְּדֵי שֶׁלֹּא יְעוֹרֵר אֶת סוֹד הַדִּין מִלְמַעְלָה, וְזֶה יִתְחַזֵּק וְיֻשְׁמְדוּ בְּנֵי הָעוֹלָם, שֶׁהֲרֵי זֶה בָּא מִצַּד הַדִּין הַקָּשֶׁה, וְאִם זֶה יִתְעוֹרֵר, הוּא מִתְעוֹרֵר בַּחֲטָאֵי בְּנֵי הָאָדָם, שֶׁהֲרֵי אֵין לוֹ הִתְעוֹרְרוּת לַעֲלוֹת לְמַעְלָה לְעוֹרֵר דִּין קָשֶׁה רַק מִשּׁוּם חֲטָאֵי בְּנֵי אָדָם. שֶׁהֲרֵי בְּשָׁעָה שֶׁאָדָם עוֹשֶׂה חֵטְא, זֶה מִתְאַסֵּף, וְכַמָּה אֲלָפִים מְסַיְּעִים שֶׁלּוֹ, וּמִתְכַּנְּסִים שָׁם וְנוֹטְלִים אוֹתוֹ וְעוֹלִים לְמַעְלָה. הָרַחֲמָן יַצִּילֵנוּ. וְעַל הַכֹּל נוֹתֵן הַקָּדוֹשׁ בָּרוּךְ הוּא עֵצָה לְיִשְׂרָאֵל לְהִנָּצֵל מִכָּל הַצְּדָדִים, וְעַל זֶה כָּתוּב, (תהלים קמה) אַשְׁרֵי הָעָם שֶׁכָּכָה לּוֹ אַשְׁרֵי הָעָם שֶׁה’ אֱלֹהָיו. Leviticus 16:21,22
“וְסָמַךְ אַהֲרֹן אֶת שְׁתֵּי ידו [יָדָיו] עַל רֹאשׁ הַשָּׂעִיר הַחַי וְהִתְוַדָּה עָלָיו אֶת כָּל עֲו‍ֹנֹת בְּנֵי יִשְׂרָאֵל וְאֶת כָּל פִּשְׁעֵיהֶם לְכָל חַטֹּאתָם וְנָתַן אֹתָם עַל רֹאשׁ הַשָּׂעִיר וְשִׁלַּח בְּיַד אִישׁ עִתִּי הַמִּדְבָּרָה.”
“Aaron shall lay both his hands on the head of the live goat, confess over it all the iniquities of the children of Israel, and all their transgressions, concerning all their sins, putting them on the head of the goat, and shall send it away into the wilderness by the hand of a suitable man.”
“וְנָשָׂא הַשָּׂעִיר עָלָיו אֶת כָּל עֲו‍ֹנֹתָם אֶל אֶרֶץ גְּזֵרָה וְשִׁלַּח אֶת הַשָּׂעִיר בַּמִּדְבָּר.”
“The goat shall bear on itself all their iniquities to an uninhabited land, and he shall release the goat in the wilderness.”
Once the Sitra Achra (Other Side) saw this goat, it desired it and wanted to take part with it, and it does not know of the sins that the goat has taken upon itself. The other side returns to Israel and sees them without sins and transgressions, for they all rest upon the head of the goat. It ascends and praises them before the Holy One, Blessed be He. And the Holy One, Blessed be He, sees the accuser’s testimony. And since it desired to have mercy on his people, even though He knows all their deeds, He has mercy on Israel.

And all the rectification rests in this, that the secret of judgment from above should not be aroused, strengthened, and wants to eradicate the people of the world because it comes from harsh judgment. And if this judgment is aroused, it is aroused by the people’s sins, for it has no reason to ascend and arouse harsh judgment except for the sins of the people. For when a person commits a sin, the judgment arouses and gathers thousands of helpers with it, and they assemble there, take him, and elevate him above. May the Merciful One save us. And the Holy One, Blessed be He, has advised Israel to save themselves from all sides. Therefore, it is written, 
Psalm 144:15
“אַשְׁרֵי הָעָם שֶׁכָּכָה לּוֹ אַשְׁרֵי הָעָם שֶׁיֲהֹוָה אֱלֹהָיו.”
“Happy are the people who are in such a state; Happy are the people whose God is YHVH!”
