We have learned that the Tzadik who cleaves with their soul levels of Nefesh and Ruach above to the Holy King, with proper love, rules over the earth below, and whatever they decree upon the world is fulfilled. From where do we know this? From Elijah, as it is written:
1 Kings 17:1
“וַיֹּאמֶר אֵלִיָּהוּ הַתִּשְׁבִּי מִתֹּשָׁבֵי גִלְעָד אֶל אַחְאָב חַי יְהוָה אֱלֹהֵי יִשְׂרָאֵל אֲשֶׁר עָמַדְתִּי לְפָנָיו אִם יִהְיֶה הַשָּׁנִים הָאֵלֶּה טַל וּמָטָר כִּי אִם לְפִי דְבָרִי.”
“And Elijah the Tishbite, of the inhabitants of Gilead, said to Ahab, “As YHVH God of Israel lives, before whom I stand, there shall not be dew nor rain these years, except at my word.”

Notes:
This Zohar emphasizes the power and authority granted to a Tzadik deeply connected to Hashem. When a Tzadik unites their Nefesh and Ruach with Hashem through genuine love and devotion, they attain a spiritual stature that grants them influence over earthly matters (Mind over Matter).
The prophet Elijah is the example given. Through his connection, he had the power to control the natural elements, such as dew and rain, by his word alone.

Come and see when holy souls descend from above to below. The Tzadikim of the world draw them down from the King and the Queen. From the union of Zeir Anpin and Malchut, few are worthy that, when they descend to the world, they are found standing and serving before the King, and it is the King’s desire to look upon them. Afterward, they descend to the world. As we have explained, when the Holy One, blessed be He, breathes upon every soul and angel in the heavens, all the hosts are created and completed in their existence. As it is written, 
Psalm 33:6
“בִּדְבַר יְהוָה שָׁמַיִם נַעֲשׂוּ וּבְרוּחַ פִּיו כָּל צְבָאָם.”
“By the word of YHVH, the heavens were made, And all the host of them by the breath of His mouth.”
Some of these souls remain standing and waiting before the Holy One, blessed be He, as mentioned above until He lowers them to the world.

Notes:
Through their pure spiritual practices and connection, the Tzadikim draw higher souls from the union of Zeir Anpin and Malchut.
Only a few souls are deemed worthy to stand before God and receive His gaze before descending into the world. This act of God “breathing” (Ruach) upon each soul signifies a blessing and empowerment from the highest, enabling the souls and heavenly beings to fulfill their destined roles.
The phrase “and by the breath of His mouth…” from the Psalms indicates that all of creation is brought into existence and sustained by the Creator’s breath, a metaphor for the life-giving power of Hashem. Some souls remain in the divine presence for a time, receiving additional blessings or instructions before they are sent into the physical world. This highlights the sanctity and significance of souls and the intimate connection between the Creator and the earthly realms.
Since the “breath of life” originates from the Creator, every word we speak has the power to create a divine force, like an angel. This is why we must be mindful of our words and avoid using them to bring negativity into the world. The Tzadikim are able to manifest positivity because they harness the Creator’s power within them to benefit others. By using their words and actions with intention and care, they align themselves with the Creator’s will, bringing goodness and light into the world.
