Zohar Vayikra

#335
The commandment is to bring a sacrifice for the Great Sanhedrin that erred. The Tannaim and Amoraim heard: There was a Great Sanhedrin of seventy with Moses over them, and there were seventy Small Sanhedrin with Aaron over them.
The explanation is: When Moses was over them, they were considered a Great Sanhedrin. And when Aaron was over them, they were considered a Small Sanhedrin. And because of this the masters of the Mishnah said: Moses was the best man (שׁוֹשְׁבִין הַמֶּלֶךְ, shushbin) of the King, and this is Tiferet. That is, he was drawing Tiferet to unite with Malchut. And from there it is the Great Sanhedrin, which are the aspect of Tiferet. Aaron was the best man of the Queen (שׁוֹשְׁבִין הַגְּבִירָה), and this is Malchut. For we call her the small ה’ H (of the YHVH name), as in: “אֶעֱבָדְךָ שֶׁבַע שָׁנִים בְּרָחֵל בִּתְּךָ הַקְּטַנָּה” “I will serve you seven years for Rachel your younger daughter” (Genesis 29:18). For Rachel is Malchut, and she is called “the younger.” And after her name they are called Small Sanhedrin. And therefore when Aaron was over the Sanhedrin — he being the best man of Malchut, who elevates her to Zeir Anpin — they are called Small Sanhedrin.
#336
And from there the Sanhedrin knew seventy languages, which are seventy faces to the Torah. For there are seventy languages from the side of the wicked kingdom etc., all of which are in separation. This is what is written: “מֵאֵלֶּה נִפְרְדוּ אִיֵּי הַגּוֹיִם בְּאַרְצֹתָם לְלְשֹׁנֹתָם” “From these were the islands of the nations divided in their lands, each according to its language” (Genesis 10:5). For all seventy languages are in separation from one another.
Notes:
The Zohar explains the difference between the Great and Small Sanhedrin. The Great Sanhedrin, headed by Moses, corresponds to Tiferet (the King), drawing union between Tiferet and Malchut. The Small Sanhedrin, headed by Aaron, corresponds to Malchut (the Queen), elevating her toward Zeir Anpin.
From this level, the Sanhedrin knew all seventy languages — the seventy faces of the Torah. These languages originated from the side of the “wicked kingdom” (the impure Malchut) and represent separation and division among the nations. In contrast, the holy Sanhedrin unifies and rectifies through the power of Torah, showing how the structure of judgment and leadership in Israel mirrors the divine order and counters the fragmentation of the world.
