94. עַד שֶׁהָיוּ הוֹלְכִים, נָטָה הַשֶּׁמֶשׁ לְהִכָּנֵס. אָמַר רַבִּי חִיָּיא לְרַבִּי יוֹסֵי, לָמָּה אַתָּה שׁוֹתֵק? אָמַר רַבִּי יוֹסֵי, הָיִיתִי מִסְתַּכֵּל בְּדַעְתִּי שֶׁאֵין הָעוֹלָם מִתְקַיֵּם אֶלָּא עַל רָאשֵׁי הָעָם. אִם רָאשֵׁי הָעָם צַדִּיקִים – טוֹב לָעוֹלָם. וְאִם לֹא צַדִּיקִים – אוֹי לָעוֹלָם וְאוֹי לָעָם.
95. אָמַר רַבִּי חִיָּיא, וַדַּאי כָּךְ הוּא, מִנַּיִן לָנוּ? שֶׁכָּתוּב (דברי הימים-ב יח) רָאִיתִי אֶת כָּל יִשְׂרָאֵל נְפוֹצִים עַל הֶהָרִים כַּצֹּאן אֲשֶׁר אֵין לָהֶן רֹעֶה וַיֹּאמֶר ה’ לֹא אֲדֹנִים לָאֵלֶּה יָשׁוּבוּ אִישׁ לְבֵיתוֹ בְּשָׁלוֹם. יָשׁוּבוּ, יֵשְׁבוּ הָיָה צָרִיךְ (לִכְתֹּב)! לְבֵיתוֹ, בְּבֵיתוֹ הָיָה צָרִיךְ (לִכְתֹּב), שֶׁהֲרֵי בַּמָּקוֹם עוֹמְדִים!
96. אֶלָּא כָּךְ שָׁנִינוּ, אִם רֹאשׁ הָעָם לֹא זוֹכֶה, הָעָם נִתְפָּסִים בְּחֶטְאוֹ, מִנַּיִן לָנוּ? שֶׁכָּתוּב וַיֹּאמֶר דָּוִד וְגוֹ’ הִנֵּה אָנֹכִי חָטָאתִי וְאָנֹכִי הֶעֱוֵיתִי וְאֵלֶּה הַצֹּאן מֶה עָשׂוּ. (וְכָתוּב (דברי הימים-א כא) וַאֲנִי הוּא אֲשֶׁר חָטָאתִי וְגוֹ’) דָּוִד חָטָא, וְיִשְׂרָאֵל סָבְלוּ. וְאִם רֹאשׁ הָעָם נִתְפָּס בְּחֶטְאוֹ – הָעָם נִצָּל, שֶׁהֲרֵי הַדִּין לֹא שׁוֹרֶה עֲלֵיהֶם, שֶׁכָּתוּב וַיֹּאמֶר ה’ לֹא אֲדֹנִים לָאֵלֶּה. כְּלוֹמַר, (אִם אֵלּוּ) אִלּוּ לֹא הָיוּ רָאשִׁים לָעָם, מִדֶּרֶךְ זוֹ יָשׁוּבוּ אִישׁ לְבֵיתוֹ בְּשָׁלוֹם. כֻּלָּם נִצּוֹלִים אִם רָאשֵׁיהֶם נִתְפָּסִים. וַאֲפִלּוּ יְהוֹשָׁפָט נִגְזַר עָלָיו לְהֵעָנֵשׁ מִשּׁוּם שֶׁהִתְחַבֵּר עִם אַחְאָב, אִם לֹא אוֹתָהּ צְוָחָה, שֶׁכָּתוּב (מלכים-א כב) וַיִּזְעַק יְהוֹשָׁפָט.

Rabbi Chiya and Rabbi Yossi were walking from Usha to Lod. Rabbi Chiya was riding on the donkey. Rabbi Yossi said that the time to pray Mincha, the afternoon prayer, came and they should stop to pray with special consciousness and meditation because this is the time when the judgment is strong in the world. Rabbi Chiya got off the donkey and they pray

While they were walking, the sunset and Rabbi Chiya asked Rabbi Yossi, why he is so quiet. Rabbi Yossi answered that he was thinking about the leaders of the people that affect the entire world. If they are righteous then the world benefits positively and if they are not, then the people and the world suffer.

Rabbi Chiya says that we learn that from the verse in 1 Kings 22:17
“וַיֹּאמֶר רָאִיתִי אֶת כָּל יִשְׂרָאֵל נְפֹצִים אֶל הֶהָרִים כַּצֹּאן אֲשֶׁר אֵין לָהֶם רֹעֶה וַיֹּאמֶר יְהוָה לֹא אֲדֹנִים לָאֵלֶּה יָשׁוּבוּ אִישׁ לְבֵיתוֹ בְּשָׁלוֹם.”
“So he said, “I saw all Israel Scattered on the mountains, Like sheep which have no shepherd. And YHVH said, ‘These have no master. Let each of them return to his house in peace.'”
He asks why the verse says that they will return in peace to their home when they have no leader.

Rabbi Yossi answers that if the leader of the nation has no merits, the people get the judgment for his sins. If he gets caught by himself and the judgment is inflicted on him, then the people are freed from the judgments and can go back to their homes in peace.
We learn that from King David when he asked God to isolate the people from his sin
1 Chronicles 21:17
“וַיֹּאמֶר דָּוִיד אֶל הָאֱלֹהִים הֲלֹא אֲנִי אָמַרְתִּי לִמְנוֹת בָּעָם וַאֲנִי הוּא אֲשֶׁר חָטָאתִי וְהָרֵעַ הֲרֵעוֹתִי וְאֵלֶּה הַצֹּאן מֶה עָשׂוּ יְהוָה אֱלֹהַי תְּהִי נָא יָדְךָ בִּי וּבְבֵית אָבִי וּבְעַמְּךָ לֹא לְמַגֵּפָה.”
“David said to God, “Is it not I who commanded to count the people? Indeed, I am the one who has sinned and done very wickedly, but these sheep, what have they done? O YHVH my God, please let Your hand be against me and my father’s household, but not against Your people that they should be plagued.”
A similar thing was with Jehoshaphat the righteous king of Judah. (2 Chronicles 18) He allied himself with the king of Israel, Ahab, by marriage. Ahab was a sinner and it wasn’t good for Jehoshaphat the righteous. He joined Ahab in a war against the king of Aram. He was supposed to get killed in this war but he cried to God and was saved.
