312. בַּיּוֹם הַזֶּה צָרִיךְ הָעָם לְהִסְתַּכֵּל בְּאָדָם שָׁלֵם מִכֹּל, שֶׁיּוֹדֵעַ אֶת דַּרְכֵי הַמֶּלֶךְ הַקָּדוֹשׁ, שֶׁיּוֹדֵעַ בִּכְבוֹד הַמֶּלֶךְ שֶׁיְּבַקֵּשׁ עֲלֵיהֶם בַּקָּשָׁה בַּיּוֹם הַזֶּה, וּלְזָמֵן קוֹל שׁוֹפָר בְּכָל הָעוֹלָמוֹת, בְּכַוָּנַת הָלֵּב, בְּחָכְמָה, בְּרָצוֹן וּבִשְׁלֵמוּת, כְּדֵי שֶׁיִּסְתַּלֵּק הַדִּין עַל יָדוֹ מִן הָעוֹלָם. אוֹי לְאוֹתָם שֶׁהַשָּׁלִיחַ שֶׁלָּהֶם לֹא נִמְצָא כָּרָאוּי, שֶׁהֲרֵי חֲטָאֵי הָעוֹלָם (הָעָם) בָּאִים לְהִזָּכֵר בִּגְלָלוֹ. זֶהוּ שֶׁכָּתוּב, אִם הַכֹּהֵן הַמָּשִׁיחַ יֶחֱטָא – שֶׁהוּא שְׁלִיחָם שֶׁל כָּל יִשְׂרָאֵל – לְאַשְׁמַת הָעָם הוּא, מִשּׁוּם שֶׁהַדִּין שׁוֹרֶה עֲלֵיהֶם.
313. וּכְשֶׁהַשָּׁלִיחַ הוּא צַדִּיק כָּרָאוּי, אַשְׁרֵי הָעָם, שֶׁכָּל הַדִּינִים מִסְתַּלְּקִים מֵהֶם עַל יָדוֹ, כָּל שֶׁכֵּן הַכֹּהֵן שֶׁעָלָיו מִתְבָּרְכִים עֶלְיוֹנִים וְתַחְתּוֹנִים. אָמַר רַבִּי אֶלְעָזָר, וְעַל זֶה, כֹּהֵן וְלֵוִי טֶרֶם שֶׁיַּעֲלֶה לָעֲבוֹדָה, בּוֹדְקִים אַחֲרָיו, וְיוֹדְעִים דְּרָכָיו וּמַעֲשָׂיו. וְאִם לֹא, אֵינוֹ עוֹלֶה לָעֲבוֹדָה, וְכֵן בַּסַּנְהֶדְרִין כְּדֵי לָדוּן דִּין.

On this day the people must see that there is a complete man in every way, who knows the ways of the Holy King, and knows the honor of the King, who will pray for them the prayer on this day, and who will sound the voice of the shofar in all the worlds with intention of the heart, with wisdom, with will, with perfection, so that through him judgment (דין) will depart from the world.
Woe to those whose emissary (of the Shofar blowing) is not found fitting, for the sins of the world will come to be mentioned because of him. This is what is written: “If the anointed priest shall sin” — that he is the emissary of all Israel — “it is to the guilt of the people,” because judgment dwells upon the people.

And when the emissary (שליח ציבור) of the community is worthy as is fitting, fortunate are the people, for all the judgments (dinim) depart from them through him. And all the more so the priest, for through him the upper and lower are blessed.
Rabbi Elazar said: And therefore, before a priest or a Levite ascends to the service, they check after him and examine his ways and deeds. And if not, he does not ascend to the service. Similarly, in the Sanhedrin, they do not accept a man into the Sanhedrin unless he has been examined to determine whether he is worthy of the position.
Notes:
The Zohar stresses the immense responsibility of the one who serves as an emissary for the community on Rosh Hashanah, particularly the High Priest or the one blowing the shofar. He must be a perfected individual who knows the ways and honor of the King, and who can direct his prayer and the shofar blasts with complete kavanah so that harsh judgments are removed from the world.
If the emissary is unworthy, the sins of the entire people are brought to account because of him. Conversely, when he is truly worthy, all judgments are sweetened, and blessing flows to both upper and lower realms. This is why, in Temple times, priests and Levites were rigorously examined before serving, and members of the Sanhedrin were thoroughly vetted. The teaching highlights that on Rosh Hashanah, the spiritual quality and intention of the leaders performing the central mitzvot directly determine the fate of the people.
