17. עַל פִּי שְׁנַיִם עֵדִים אוֹ שְׁלֹשָׁה עֵדִים יוּמַת הַמֵּת. זֶה סָמָאֵ”ל, מֵת מֵעִקָּרוֹ, (במדבר יג) וַיִּשָּׂאֻהוּ בַמּוֹט בִּשְׁנָיִם. לֹא יוּמַת עַל פִּי עֵד אֶחָד, שֶׁלֹּא יִהְיֶה לוֹ חֵלֶק בְּאֵל אֶחָד.
18. כִּי יָקוּם עֵד חָמָס בְּאִישׁ וְגוֹ’ וְדָרְשׁוּ הַשֹּׁפְטִים הֵיטֵב וְגוֹ’, וַעֲשִׂיתֶם לוֹ כַּאֲשֶׁר זָמַם וְגוֹ’. מִצְוָה זוֹ לִדְרֹשׁ וְלַחְקֹר הָעֵדִים בְּשֶׁבַע חֲקִירוֹת קֹדֶם שֶׁיָּדוּן לוֹ בְּעֹנֶשׁ מִיתָה. בְּשֶׁבַע חֲקִירוֹת, שֶׁבַע כְּנֶגֶד (זכריה ד) שִׁבְעָה אֵלֶּה עֵינֵי ה’ הֵמָּה מְשׁוֹטְטִים בְּכָל הָאָרֶץ. בָּהֶם (ויקרא כו) וְיִסַּרְתִּי אֶתְכֶם אַף אָנִי שֶׁבַע.

Deuteronomy 17:6
“עַל-פִּי שְׁנַיִם עֵדִים, אוֹ שְׁלֹשָׁה עֵדִים–יוּמַת הַמֵּת: לֹא יוּמַת, עַל-פִּי עֵד אֶחָד”
“”On the evidence of two witnesses or three witnesses, the dead shall be put to death; he shall not be put to death on the evidence of one witness.”

The ‘dead’ is Sam-el (SM), the minister of the other side that represents death.
Rabbi Ashlag explains that on Rosh Hashana, Malchut is in the aspect of Left, that is judgment, without the Right, that is Chessed. SM holds Malchut until the blowing of the Shofar. The Shofar is the secret of Zeir Anpin that reduces the force of the Left column from the level of Binah.
When the Shofar is blown the SM loses the hold on Malchut and she can rebuild herself and reunite with Zeir Anpin face to face.
Zeir Anpin and Malchut then become the aspect of the two witnesses and SM is separated from Malchut.

Without the use of the Shofar on Rosh Hashanah only pure people can avoid judgment.

Zechariah 4:10
“שִׁבְעָה-אֵלֶּה; עֵינֵי יְהוָה, הֵמָּה מְשׁוֹטְטִים בְּכָל-הָאָרֶץ”
“These seven are the eyes of YHVH, which range through the whole earth.”

The witnesses are examined on seven levels that is the aspect of the seven lower sefirot before judgment is inflicted on seven levels.

Leviticus 26:28
“וְהָלַכְתִּי עִמָּכֶם, בַּחֲמַת-קֶרִי; וְיִסַּרְתִּי אֶתְכֶם אַף-אָנִי, שֶׁבַע עַל-חַטֹּאתֵיכֶם”
“then I will act with wrathful hostility against you, and I, even I, will punish you seven times for your sins.”
