Hebrew translation:

467. מִי מָנָה עֲפַר יַעֲקֹב וְגוֹ’, הֲרֵי פֵּרְשׁוּהוּ. אֶלָּא אָמַר רַבִּי יוֹסֵי, שְׁתֵּי דְרָגוֹת הֵן – יַעֲקֹב וְיִשְׂרָאֵל. בַּתְּחִלָּה יַעֲקֹב, וְאַחַר כָּךְ יִשְׂרָאֵל. וְאַף עַל גַּב שֶׁהַכֹּל אֶחָד – שְׁתֵּי דְרָגוֹת הֵן, שֶׁהֲרֵי דַּרְגָּה עֶלְיוֹנָה הִיא יִשְׂרָאֵל.
468. מִי מָנָה עֲפַר יַעֲקֹב וְגוֹ’. לְמַטָּה, מַה זֶּה עָפָר? רַבִּי שִׁמְעוֹן אָמַר, זֶה שֶׁכָּתוּב בּוֹ (ישעיה מא) יִתֵּן כֶּעָפָר חַרְבּוֹ וְגוֹ’. מִי חַרְבּוֹ? הֲרֵי יָדוּעַ, שֶׁכָּתוּב (שם לד) חֶרֶב לַה’ מָלְאָה דָם. עָפָר, אוֹתוֹ מָקוֹם שֶׁמִּמֶּנּוּ נִבְרָא אָדָם הָרִאשׁוֹן, שֶׁכָּתוּב (בראשית ב) וַיִּיצֶר ה’ אֱלֹהִים אֶת הָאָדָם עָפָר וְגוֹ’. וּמֵאוֹתוֹ עָפָר כַּמָּה חֲיָלוֹת וְכַמָּה מַחֲנוֹת יָצְאוּ, כַּמָּה שַׁלְהָבוֹת, כַּמָּה שׁוֹמְרֵי חֹק וּמִנְהָגִים, כַּמָּה חִצִּים, כַּמָּה בַּלִּיסְטְרָאוֹת, כַּמָּה רְמָחִים וַחֲרָבוֹת וּכְלֵי זַיִן נִמְצְאוּ מֵאוֹתוֹ עָפָר. מִי מָנָה, כְּמוֹ שֶׁנֶּאֱמַר (איוב כה) הֲיֵשׁ מִסְפָּר לִגְדוּדָיו.

Rabbi Yossi said these are two levels, Jacob and Israel. When it is at the beginning as the six sefirot of Zeir Anpin, it is the level of Jacob. And then, when he reaches the upper three sefirot, he is at the level of Israel. And even though everything is one, there are two levels. The upper level is Israel. And the level below it is Jacob.

Numbers 23:10
“מִי מָנָה עֲפַר יַעֲקֹב וּמִסְפָּר אֶת רֹבַע יִשְׂרָאֵל תָּמֹת נַפְשִׁי מוֹת יְשָׁרִים וּתְהִי אַחֲרִיתִי כָּמֹהוּ.”
“Who can count the dust of Jacob, Or number one-fourth of Israel? Let me die the death of the righteous, And let my end be like his!”
He asks, what is the dust (עֲפַר) below, on the level of Jacob. Rabbi Shimon refers to;
Isaiah 41:2
“מִי הֵעִיר מִמִּזְרָח צֶדֶק יִקְרָאֵהוּ לְרַגְלוֹ יִתֵּן לְפָנָיו גּוֹיִם וּמְלָכִים יַרְדְּ יִתֵּן כֶּעָפָר חַרְבּוֹ כְּקַשׁ נִדָּף קַשְׁתּוֹ.”
“Who raised one from the east? Who in righteousness called him to His feet? Who gave the nations before him, And made him rule over kings? Who gave them as the dust (עֲפַר) to his sword, As driven stubble to his bow?”
The sword is Malchut as it is written in Isaiah 34:6 “חֶרֶב לַיהוָה מָלְאָה דָם” “The sword of YHVH is filled with blood.”
Dust (עֲפַר) is the place from which the first Adam was created. It is written, “Then YHVH God formed the man of dust (עֲפַר) from the ground (אֲדָמָה)” (Genesis 2:7). And from that dust come many armies, camps, judges, arrows, sling stones, spears, swords, and weapons.
“Who can count the dust (עֲפַר)” is as it is written in Job 25:3
“הֲיֵשׁ מִסְפָּר לִגְדוּדָיו וְעַל מִי לֹא יָקוּם אוֹרֵהוּ.”
“Is there any number to His armies? Upon whom does His light not rise?”

Lesson;
The dust עֲפַר is Malchut of Malchut. Adam was formed of dust עֲפַר from the ground, אֲדָמָה, that is Binah of Malchut that sweetened the judgment, sword of Malchut, and all ‘weapons’ that come from the dust (עֲפַר).
