Hebrew translation:

465. כִּי מֵרֹאשׁ צֻרִים וְגוֹ’. אָמַר רַבִּי יִצְחָק, מֵרֹאשׁ צֻרִים – אֵלּוּ הֵם הָאָבוֹת, שֶׁכָּתוּב (ישעיה נא) הַבִּיטוּ אֶל צוּר חֻצַּבְתֶּם. וּמִגְּבָעוֹת אֲשׁוּרֶנּוּ – אֵלּוּ הָאִמָּהוֹת. בֵּין מִצַּד זֶה בֵּין מִצַּד זֶה לֹא יְכוֹלִים לְהִתְקַלֵּל.
466. רַבִּי אַבָּא אָמַר, כִּי מֵרֹאשׁ צֻרִים – מִי יָכוֹל לְיִשְׂרָאֵל, שֶׁהֲרֵי הוּא אָחוּז מֵרֹאשׁ שֶׁכָּל הַצּוּרִים יוֹצְאִים. וּמִי אֵלּוּ צֻרִים? גְּבוּרוֹת, שֶׁהֲרֵי כָּל דִּינֵי הָעוֹלָם יוֹצְאִים מֵאוֹתָן גְּבוּרוֹת, וְהֵם נֶאֱחָזִים בָּהֶן. וּמִגְּבָעוֹת אֲשׁוּרֶנּוּ – אֵלּוּ שְׁאָר הַמַּחֲנוֹת (כְּתָרִים) שֶׁאֲחוּזִים בָּהֶם. הֶן עָם לְבָדָד וְגוֹ’, כְּמוֹ שֶׁנֶּאֱמַר (דברים לב) ה’ בָּדָד יַנְחֶנּוּ.

Numbers 23:9
“כִּי מֵרֹאשׁ צֻרִים אֶרְאֶנּוּ וּמִגְּבָעוֹת אֲשׁוּרֶנּוּ הֶן עָם לְבָדָד יִשְׁכֹּן וּבַגּוֹיִם לֹא יִתְחַשָּׁב.”
“For from the top of the rocks (צֻרִים) I see him, And from the hills I behold him; There! A people dwelling alone, Not reckoning itself among the nations.”
Rabbi Yitzchak said “from the top of the rocks” refers to the patriarchs as we read in Isaiah 51:1 “הַבִּיטוּ אֶל צוּר חֻצַּבְתֶּם” “Look to the rock (צוּר) from which you were hewn.”
“from the hills, I behold him” refers to the matriarchs.
Balaam said these words when he realized that Israel could not be cursed because of their protection, which comes from the side of the patriarchs and from the side of the matriarchs.

Rabbi Aba said “from the top of the rocks” means that Israel has the strength because they come from the head of all “rocks,” that means the Gevurot, which are the roots for all judgments that come out to the world. “from the hills I behold him” are other forces that connect to these Gevurot.
“Rock”-”צוּר” is another name for Malchut, and it is the head of all judgments, and because of that, the Gevurot are called “צֻרִים”-” rocks.”
“A people dwelling alone” is Israel that receives the Light directly from YHVH as it is written;
Deuteronomy 32:12
“יְהוָה בָּדָד יַנְחֶנּוּ וְאֵין עִמּוֹ אֵל נֵכָר.”
“So YHVH alone led him, And there was no foreign god with him.”
