Hebrew translation:

118. לָמַדְנוּ, כַּמָּה קְבוּצוֹת מְחַבְּלִים מִזְדַּוְּגִים (מִזְדַּמְּנִים), שֶׁהֵם תַּחַת יָדוֹ, וּמְמֻנִּים לְרַגֵּל אֶת הָאָרֶץ עַל כָּל אוֹתָם שֶׁעוֹבְרִים עַל דִּבְרֵי הַתּוֹרָה, וְאוֹתוֹ יוֹם לֹא מָצוּי הַמַּלְשִׁין (פִּתְחוֹן) לְדַבֵּר עַל יִשְׂרָאֵל. כְּשֶׁמַּגִּיעַ הַשָּׂעִיר הַזֶּה אֶל הָהָר, כַּמָּה שִׂמְחָה עַל שִׂמְחָה מִתְבַּשְּׂמִים כֻּלָּם בּוֹ. וְאוֹתוֹ שׁוֹמֵר שֶׁיּוֹצֵא, חוֹזֵר וְאוֹמֵר אֶת תִּשְׁבַּחְתָּם שֶׁל יִשְׂרָאֵל, הַקָּטֵגוֹר נַעֲשֶׂה סָנֵגוֹר.
119. וּבֹא רְאֵה, לֹא זֶה לְבַדּוֹ הוּא, אֶלָּא בְּכָל מָקוֹם שֶׁרוֹצִים יִשְׂרָאֵל לְהִטָּהֵר מֵחֲטָאֵיהֶם, הַקָּדוֹשׁ בָּרוּךְ הוּא נוֹתֵן לָהֶם עֵצָה לִקְשֹׁר אֶת בַּעֲלֵי הַדִּין וּלְבַשֵּׂם אוֹתָם בְּאוֹתָם קָרְבָּנוֹת וְעוֹלוֹת שֶׁקְּרֵבִים לִפְנֵי הַקָּדוֹשׁ בָּרוּךְ הוּא, וְאָז לֹא יְכוֹלִים לְהָרַע. וְאוֹתוֹ יוֹם יוֹתֵר עַל הַכֹּל, כְּמוֹ שֶׁיִּשְׂרָאֵל מְבַשְּׂמִים לְמַטָּה אֶת הַכֹּל, כָּךְ מְבַשְּׂמִים אֶת כָּל אֵלּוּ שֶׁלָּהֶם יֵשׁ הַלְשָׁנָה (פִּתְחוֹן), וְהַכֹּל הוּא קָרְבָּן וַעֲבוֹדָה שֶׁל הַקָּדוֹשׁ בָּרוּךְ הוּא.

We learned that several battalions of judgment forces are under that goat. They are appointed to spy on the people and find those who transgress the words of the Torah.
On Yom Kippur, the Day of Atonement, the goat is not acting as a prosecutor to speak against Israel. When this scapegoat comes to the mountain, everyone feels much joy upon joy, and the same goat that was looking for the transgression of Israel returns with words of praise for Israel, and the prosecutor becomes an advocate.

Wherever Israel needs to be cleansed from their transgressions, the Holy One, Blessed be He, gives them advice and ways to bind and block the forces of judgments from bringing accusations on them. Also, ways to satisfy them with sacrifices and offerings, which are brought before the Holy One, Blessed be He, and then they cannot harm them, especially on the day of Yom Kippur. Just as Israel below sweeten judgments by the two goats, the other side benefits from the sacrifices and the service for the Holy One, Blessed be He.

Lesson;
Yom Kippur is a day of atonement with restrictions that limit our desires for the self alone. Because of that, the other side, represented by the goat, is busy receiving the Light of Chassadim from the services of the priests. Nowadays, they are replaced with our five long prayers.
