Hebrew translation:

125. בֹּא וּרְאֵה, מִיּוֹם הָעֶלְיוֹן הָיוּ יָמִים אֵלּוּ הָרִאשׁוֹנִים, סוֹד שֶׁל הָעוֹלָם הָעֶלְיוֹן, מִי דָן דִּין שֶׁל הָעוֹלָם, שֶׁהֲרֵי דִּין לֹא נִמְצָא בְזֶה הָעוֹלָם אֶלָּא מִדִּין הַתַּחְתּוֹן? (סוֹד) שֶׁזֶּה – (ישעיה נד) אֱלֹהֵי כָל הָאָרֶץ יִקָּרֵא. שֶׁאִם תֹּאמַר דִּין הָעוֹלָם דָּן לְמַעְלָה, אִם כֵּן לֹא הָיָה נִקְרָא עוֹלַם הַחֵרוּת, עוֹלָם שֶׁהוּא אוֹר שֶׁל כָּל הָעוֹלָמוֹת, עוֹלָם שֶׁל כָּל הַחַיִּים, עוֹלָם שֶׁל כָּל הַחֵרוּת. וְאִם תֹּאמַר מִדִּין שֶׁל יִצְחָק – אִם הוּא מְעוֹרֵר דִּין לְגַבֵּי הָעוֹלָם הַזֶּה, לֹא יְכוֹלִים כָּל הָעוֹלָם לִסְבֹּל, שֶׁהָאֵשׁ הָעֶלְיוֹן הַתַּקִּיף הַהוּא, אֵין מִי שֶׁסּוֹבֵל אוֹתוֹ, אֶלָּא אֵשׁ שֶׁלְּמַטָּה, שֶׁהוּא אֵשׁ שֶׁסּוֹבֵל אֵשׁ.
126. אֶלָּא, כְּמוֹ שֶׁהָעוֹלָם הַזֶּה עוֹלָם הַתַּחְתּוֹן שֶׁל כָּל הָעוֹלָמוֹת, כָּךְ גַּם כָּל דִּינָיו מֵעוֹלָם הַתַּחְתּוֹן, שֶׁל אֱלֹקִים שׁוֹפֵט. וְזֶה נִקְרָא דִין עֶלְיוֹן עַל הָעוֹלָם הַזֶּה, וּמִשּׁוּם שֶׁהוּא דַרְגָּה שְׁבִיעִית, לֹא גוֹזְרִים גְּזֵרָה עַל בֶּן אָדָם אֶלָּא מֵעֶשְׂרִים שָׁנָה וָמַעְלָה.

The days before the fifteenth day are in the secret of the upper world, Binah. Rosh Hashanah is the first day of the fifteen days and a day of judgment, and we learned that judgment is part of the lower world, not in the upper.
We may say that the judgment in the lower world is decided in Binah, but Binah is called “עולם החרות,” the “world of freedom,” the source of Light to all the lower worlds, the source of Life and freedom. Since Binah has all these names, how can we say that Binah can make judgments on the world? And if we say that judgment comes from Isaac, that is on the Left line of Binah; it is impossible because if the Left awakens judgment on this world, the whole world could not endure it, because no one can tolerate the strong fire coming from the Left line of Binah. The fire from the level of Malchut is bearable because Malchut itself has the aspect of fire.

He replies, just as this world of ours is the lower world of all the worlds, so all the laws (דינים) come from the lower world, Malchut of Atzilut, which is called “אֱלֹקִים שׁוֹפֵט” “God the judge.” These laws are called supernal laws, relating to this lower world of ours. And so they are considered for us like laws and judgments of Binah. Because Malchut is the seventh sefira of Zeir Anpin, it does not pass a decree on a person except from twenty years and above (as explained in #127).
