114. רַבִּי חִיָּיא וְרַבִּי יוֹסֵי הָיוּ הוֹלְכִים בַּמִּדְבָּר. אָמַר רַבִּי חִיָּיא לְרַבִּי יוֹסֵי, בֹּא וְאֹמַר לְךָ, שֶׁכְּשֶׁרוֹצֶה הַקָּדוֹשׁ בָּרוּךְ הוּא לְהַעֲבִיר שִׁלְטוֹן שֶׁל הָאָרֶץ, אֵינוֹ עוֹשֶׂה עַד שֶׁמַּעֲבִיר הַשַּׁלִּיט שֶׁלָּהֶם בָּרָקִיעַ, וְלֹא מַעֲבִיר אֶת הַשַּׁלִּיט שֶׁלָּהֶם עַד שֶׁמְּמַנֶּה אַחֵר בִּמְקוֹמוֹ, כְּדֵי שֶׁלֹּא יִגָּרַע [הַשִּׁלְטוֹן] הַשִּׁמּוּשׁ שֶׁלָּהֶם בָּרָקִיעַ, כְּדֵי לְקַיֵּם מַה שֶּׁכָּתוּב (דניאל ד) וּלְמִי שֶׁיַּחְפֹּץ יִתְּנֶנָּה. אָמַר רַבִּי יוֹסֵי, וַדַּאי כָּךְ הוּא.
115. פָּתַח רַבִּי יוֹסֵי וְאָמַר, (תהלים ח) ה’ אֲדֹנֵינוּ מָה אַדִּיר שִׁמְךָ בְּכָל הָאָרֶץ. ה’ אֲדֹנֵינוּ – כְּשֶׁרוֹצֶה הַקָּדוֹשׁ בָּרוּךְ הוּא לִשְׁבֹּר אֶת כֹּחַ הָעַמִּים עוֹבְדֵי כוֹכָבִים וּמַזָּלוֹת, מְחַזֵּק דִּינוֹ עֲלֵיהֶם וְשׁוֹבֵר אוֹתָם, וּמַעֲבִיר מִלְּפָנָיו אֶת הַשַּׁלִּיט שֶׁלָּהֶם.
116. אַשֶׁר תְּנָה הוֹדְךָ עַל הַשָּׁמָיִם, אֲשֶׁר נָתַתָּ הָיָה צָרִיךְ, אוֹ תְּנָה הוֹדְךָ. מַהוּ אֲשֶׁר תְּנָה הוֹדְךָ? אֶלָּא זֶהוּ סוֹד שֶׁל הַנָּהָר הֶעָמֹק שֶׁל הַכֹּל, וְדָוִד בִּקֵּשׁ בַּקָּשָׁתוֹ לְהַשְׁפִּיעַ מִמֶּנּוּ עַל הַשָּׁמַיִם, וְזֶהוּ אֲשֶׁר, כַּנֶּאֱמַר (שמות ג) אֶהְיֶה אֲשֶׁר אֶהְיֶה.

Rabbi Chiya and Rabbi Yossi were walking in the desert. Rabbi Chiya tells Rabbi Yossi, when the Holy One Blessed be He wishes to remove a government in the world, he doesn’t do it before he removes the parallel government in the heavens, and he doesn’t remove the one above before he appoints a new government to replace it. As it is written, “He giveth it to whomsoever he will”.
Daniel 4:14 (In some translations it’s 4:17)
“בִּגְזֵרַת עִירִין פִּתְגָמָא וּמֵאמַר קַדִּישִׁין שְׁאֵלְתָא עַד דִּבְרַת דִּי יִנְדְּעוּן חַיַּיָּא דִּי שַׁלִּיט עליא [עִלָּאָה] בְּמַלְכוּת אנושא [אֲנָשָׁא] וּלְמַן דִּי יִצְבֵּא יִתְּנִנַּהּ וּשְׁפַל אֲנָשִׁים יְקִים עליה [עֲלַהּ].”
“This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the highest ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.”
Rabbi Yossi agreed with Rabbi Chiya.

Rabbi Yossi opened and quotes Psalms 8:2
“יְהוָה אֲדֹנֵינוּ מָה אַדִּיר שִׁמְךָ בְּכָל הָאָרֶץ אֲשֶׁר תְּנָה הוֹדְךָ עַל הַשָּׁמָיִם.”
“O YHVH, our Lord, How excellent is Your name in all the earth, Who has set Your glory above the heavens!”
When the Holy One Blessed be He wants to break the power of the other nations, he increases his judgment upon them to break them and remove their ruler from control.

Rabbi Yossi asks about why the verse says, ‘‘Who will set Your glory above the heavens’’, while it would be better to read it as ‘Who has set his glory above the heavens’ (As most translations do to make sense of the verse). He explains that this is a secret of the deepest river of all, which is Binah. King David made his prayer to draw from Binah that is represented in this verse with the word ‘אֲשֶׁר’ to Zeir Anpin, which is the aspect of the heavens ‘הַשָּׁמָיִם’. This from understanding Exodus 3:14 ‘אֶהְיֶה אֲשֶׁר אֶהְיֶה’ ‘I AM WHO I AM’.

Lesson;
The Holy One Blessed be He decides who will govern us on earth. Hashem appoints rulers on us according to our collective consciousness. Even in a democracy, our vote is not as significant as our connection to Hashem and worthiness to have a government that would be for the people and not a Pharaoh type dictator.
Everything is in the hands of the Holy One Blessed be He. If we repent and cleanse ourselves from negativity, Hashem would appoint a ruler that would govern us like a father caring for his children.
Unfortunately, most governments sour the world are of the Pharaoh types, imposing different types of strict control and dictatorship. Hashem can change things in an instant. Pray and draw light from the upper levels as King David connects to Binah to draw Light to Zeir Anpin and down to Malchut. Once the Light spreads in this world, darkness would go away.
