Hebrew translation:

151. וּבְשָׁעָה שֶׁהַכֹּהֲנִים פּוֹרְשִׂים יְדֵיהֶם, שֶׁבָּאִים מֵחֶסֶד, מִתְעוֹרֵר חֶסֶד שֶׁלְּמַעְלָה וּמִתְחַבֵּר בַּכֹּ”ה הַזֹּאת, וּמִתְבַּשֶּׂמֶת וּמִתְבָּרֶכֶת בְּפָנִים מְאִירוֹת לִבְנֵי יִשְׂרָאֵל, וּמַעֲבִירִים מֵהֶם דִּינִים. זֶהוּ שֶׁכָּתוּב כֹּה תְבָרֲכוּ אֶת בְּנֵי יִשְׂרָאֵל, וְלֹא אֶת שְׁאָר הָעַמִּים.
152. בִּגְלַל כָּךְ כֹּהֵן וְלֹא אַחֵר. כֹּהֵן, כְּדֵי שֶׁיִּתְעוֹרֵר הַכֶּתֶר הַזֶּה שֶׁלּוֹ, חֶסֶד, עַל יָדוֹ, שֶׁנִּקְרָא חָסִיד, שֶׁכָּתוּב (דברים לג) לְאִישׁ חֲסִידֶךָ. וְהוּא בָּא מִצַּד הַחֶסֶד. וְכָתוּב (תהלים קמה) וַחֲסִידֶיךָ יְבָרְכוּכָה. אַל תִּקְרֵי יְבָרְכוּכָה, אֶלָּא יְבָרְכוּ כֹ”ה. כֹּה תְבָרֲכוּ – בַּשֵּׁם הַמְפֹרָשׁ. כֹּה תְבָרֲכוּ – בִּלְשׁוֹן הַקֹּדֶשׁ.
153. לָמַדְנוּ, אָמַר רַבִּי יְהוּדָה, בְּשָׁעָה שֶׁהַכֹּהֵן שֶׁלְּמַטָּה קָם וּפוֹרֵשׂ יָדָיו, כָּל הַכְּתָרִים (סְפִירוֹת) הַקְּדוֹשִׁים שֶׁלְּמַעְלָה מִתְעוֹרְרִים וּמְתֻקָּנִים לְהִתְבָּרֵךְ, וּמְאִירִים מֵעֹמֶק הַבְּאֵר שֶׁנִּמְשָׁךְ לָהֶם מֵאוֹתוֹ עֹמֶק שֶׁיּוֹצֵא תָמִיד, וְלֹא פוֹסְקִים הַבְּרָכוֹת הַנּוֹבְעוֹת מַבּוּעִים לְכָל הָעוֹלָמוֹת, וּמִתְבָּרְכִים וּמֻשְׁקִים מִכֻּלָּם.

At the time when the priests spread their hands with the aspect of Chessed it awaken the Chessed from the upper level and connect with “כֹּה” that is the force of the Shechina in Malchut, and spread the Light and blessings with bright face for the children of Israel, and judgments are removed from them. It is said;
Numbers 6:23
“דַּבֵּר אֶל אַהֲרֹן וְאֶל בָּנָיו לֵאמֹר כֹּה תְבָרְכוּ אֶת בְּנֵי יִשְׂרָאֵל אָמוֹר לָהֶם.”
“Speak to Aaron and his sons, saying, ‘This is the way (כֹּה) you shall bless the children of Israel. Say to them:”
The blessings come to the children of Israel, and not for the other nations.

And for this reason a priest blesses, and not another, so that the sefira of Chessed would arise by the priest because he is called a ‘Chassid’, it is written;
Psalm 145:10
“יוֹדוּךָ יְהוָה כָּל מַעֲשֶׂיךָ וַחֲסִידֶיךָ יְבָרְכוּכָה.”
“All Your works shall praise You, O YHVH, And Your godly ones (Chassidecha, חֲסִידֶיךָ) shall bless You.”
We should read the word “יְבָרְכוּכָה” “shall bless you” as “יְבָרְכוּ כֹּה”, which means the blessing are through “כֹּה” referring to the holy name in the Holy Language.

Rabbi Yehuda said, we learned that when the priest below stands up and spreads his hands, all the holy sefirot above wake up and prepare for the blessings. They illuminate from the depth of the well that is Binah. That light is drawn to them from that dept that always comes out. The blessings that emanate are made from the springs that spread out and do not stop to nourish and bless all the worlds.
