Hebrew translation:

119. וְאִם תֹּאמַר, נַפְשׁוֹת הַיְלָדִים שֶׁלֹּא הִשְׁלִימוּ לְשִׁבְעִים שָׁנָה לֹא שׁוֹלֶטֶת בָּהֶם – וַדַּאי שֶׁשּׁוֹלֶטֶת בָּהֶם, אֲבָל לֹא בִשְׁלֵמוּת, כְּמִי שֶׁזָּכָה לְיָמִים הַרְבֵּה לְמִצְווֹת הַתּוֹרָה, וְעִם כָּל זֶה, בְּכָל שִׁבְעִים שָׁנָה הִיא הוֹלֶכֶת. וְעַל זֶה לָמַדְנוּ, אֶחָד הַמַּרְבֶּה וְאֶחָד הַמַּמְעִיט. מַה זֶּה אֶחָד? בְּיִחוּד שֶׁל שִׁבְעִים שָׁנָה, מִי שֶׁמַּרְבֶּה וּמִי שֶׁמַּמְעִיט.
120. וְעַל זֶה בְּיוֹם הַכִּפּוּרִים עוֹבֶרֶת בְּכָל הַשִּׁבְעִים, וְנִשְׁלֶמֶת דַּרְגָּה זוֹ בְּכֻלָּם, וְכָל הַנְּשָׁמוֹת עוֹלוֹת לְפָנָיו, וְדָן אֶת כֻּלָּן בְּדִין, וְהַקָּדוֹשׁ בָּרוּךְ הוּא מְרַחֵם עַל יִשְׂרָאֵל בְּיוֹם זֶה. מִי שֶׁלֹּא הֶעֱבִיר טִנּוּף מֵרוּחוֹ לְכַפֵּר עָלָיו, (בְּיוֹם זֶה) כַּאֲשֶׁר עוֹלָה תְפִלָּתוֹ בְּיוֹם זֶה, טוֹבֵעַ בַּמָּקוֹם הַהוּא שֶׁנִּקְרָא רֶפֶשׁ וָטִיט, וְהוּא מְצוּלוֹת יָם, וְלֹא עוֹלֶה לִהְיוֹת עֲטָרָה בְרֹאשׁ הַמֶּלֶךְ.

He asked, would you say that Malchut does not rule over the souls of the children, who have not completed seventy years? And he replies it is certain that Malchut is in control of them because the Mochin of the children is the secret of the small face, but not as complete as someone who has been blessed with many days to do the mitzvot of the Torah. And with all of this, we learned that seventy years in children and the elderly are considered the same.
Exodus 30:15
“הֶעָשִׁיר לֹא יַרְבֶּה וְהַדַּל לֹא יַמְעִיט מִמַּחֲצִית הַשָּׁקֶל לָתֵת אֶת תְּרוּמַת יְהוָה לְכַפֵּר עַל נַפְשֹׁתֵיכֶם.”
“The rich shall not give more, and the poor shall not give less than half a shekel when you give an offering to YHVH to make atonement for yourselves.”
It referred to the aspect of one of 70 years where the one who has more, an old man, and the one who has less, a child, are one.

Lesson;
The seventy refers to the lower seven sefirot that each of them earn Mochin, which is the upper three sefirot and makes each of the seven have ten sefirot and all together seventy.
Seventy represents a complete tikun process, and on Yom Kippur, each person is judged according to their level.

On Yom Kippur, Malchut passes through all these seventy, which are the Mochin of the left as described above. All souls come before the Holy One, Blessed be He, and he judges them because the Mochin of seventy years is in the secret of judgment on that day.
The Holy One Blessed be He has mercy on Israel on this day, but whoever did not remove the impurities from his soul to cleanse it, when his prayers rise on that day, they sink in the place called slime and clay, that is the place of the other side. It is also called the depths of the sea. Prayers of the impure do not rise to adorn the crown on the king’s head.
